Description of Work Under the general direction of the Talent Management Manager, the Performance Management System Administrator will serve as the program manager for all performance management initiatives, the project manager and technical system administrator for the Statewide Performance Management System, and the program manager for Performance Management policy, procedure, and training. This role includes policy interpretation, process identification, learning and development of staff in policy and procedure as well as system improvements and integration with the Statewide performance management system. Job duties and responsibilities include:
- Administers the statewide performance management system in DHHS, including the philosophy, policy, process, and technology.
- Serves as the primary point of contact for performance management technical support and policy/process questions.
- Creates, maintains, and facilitates training on PM system's technical, functional processes and documentation.
- Generate reports, communicates, and presents data.
- Interfaces with the Office of State Human Resources help desk and technical support staff to troubleshoot and resolve PM process and system issues.
- Travels as needed to DHHS locations to facilitate and provide training and support to DHHS employees.
- Serves as back-up support and administrator for other technologies including but not limited to the LMS, DHR SharePoint, etc.
- Works closely with internal staff development/training team to design, development and facilitate performance management and other training and development related content and technology-based learning activities including classroom, on-line courses, tutorials, and job aids.
Knowledge Skills and Abilities/Management Preferences
Salary Grade Range: $48,222.00-$84,388.00

Demonstrated experience administering a web-based performance management system, including system configuration, user support, and process troubleshooting.
Documented experience in creating and maintaining training content for virtual and in-person delivery using tools such as Microsoft PowerPoint, SharePoint, and learning management systems.
Experienced generating, analyzing, and presenting performance-related data using intermediate-level Excel functions, including pivot tables, charts, and conditional formatting.
Demonstrated experience managing cross-functional projects involving system upgrades, process improvements, and stakeholder training within a large organizational structure.
Experienced providing technical support and user guidance for performance management platforms, including coordination with external vendors or state-level help desks to resolve system issues.
