About the Position

DHCA is seeking a Performance Management and Data Analyst II to monitor and improve the performance of DHCA services by working closely with elected leaders, other departments, and agencies. The work involves collecting data and information on complex problems, issues, and programs, developing technically sophisticated presentations, conducting in-depth research and analyses, recommending data driven solutions, and providing information about department achievements. This position assists DHCA in process improvements using a wide range of analytical tools and methods.

Primary Responsibilities Include:

  • Reconciles data from multiple sources and databases.
  • Collects, analyzes, and interprets a diverse range of data and information from DHCA programs to identify opportunities for enhanced productivity and efficiency in discrete and/or cross-cutting management programs and operations.
  • Designs and executes projects using qualitative and quantitative investigative techniques, fact finding methods (interviews, performance evaluations, statistical analysis, surveys, site visits, and observations).
  • Recommends and implements data driven solutions to meet desired outcomes.
  • Collect, analyzes, and interprets a diverse range of data and information from DHCA programs to provide information and about their achievements and needs to elected officials, other departments, researchers, and the public.
  • Works with managers and staff to identify best practices, resources, and alternatives for meeting objectives and timeliness and increasing transparency of data.
  • Advises senior leadership on organizational and operational performance trends, challenges, and issues.
  • Communicates information to managers and other staff and program stakeholders by developing user friendly presentations, performance metrics, and reports.
  • Communicates information to elected leaders, government officials, and the public through presentations, reports, and websites.

Minimum Qualifications

Experience: Three (3) years of professional experience performing data analysis and interpretation, program evaluation, and/or process improvement in an academic, data administration, or business data analytics environment.

Education: Graduation from an accredited college or university with a Bachelor\'s Degree in Information Systems, Information Technology, Computer Science, Operations Research, Business Administration, Economics, Public Administration, Public Policy, Management, Finance, Statistics, Engineering, or related field.

Equivalency: (1) An equivalent combination of education and experience may be substituted. (2) Possession of a graduate degree in one of the above fields may be substituted for one year of the required experience.
Preferred Criteria

The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas:
  • Experience working across the data lifecycle, generating, collecting, processing, storing, managing, analyzing, visualizing, and interpreting data to provide concrete insights regarding the effectiveness and impact of the department programs performance/operations.
  • Experience conducting in-depth studies and analyses of large or complex datasets to uncover performance trends using a variety of tools and systems including business intelligence software, customer relationship management software, geospatial mapping software, open data platform, statistical analysis applications, and data integration and manipulation tools and techniques.
  • Experience in independent data gathering, interpretation, and analysis methods and approaches to large volumes of data and utilizing data sources and experience using research/evaluation methods.
  • Experience in establishing performance metrics and working with senior management to identify problem areas and potential solutions.
  • Expertise with data analysis and visualization tools like Tableau, Power BI, and experience using these or similar tools to create performance dashboards for the department.
  • Knowledge of and experience using SQL, R, and/or Python for data extraction, analysis, and manipulation, Microsoft Power Apps, Microsoft SharePoint, Oracle SQL Developer.
  • Experience communicating ideas and positions, both orally and in writing, and persuading individuals and groups to support recommendations made from findings and/or projections, i.e., synthesizes and communicates complex ideas and information to department management, developing user friendly presentations, dashboards, applications, online performance metrics and reports.
