The Sr. Payroll and Compliance Analyst reports to the People Services Compliance Manager and supports the administration of the People Services Payroll and Compliance functions. Acts as advisor to all levels of the organization and liaison to external partners related to payroll, audit and data requests. Ensures all applicable federal/state/local requirements including filings with agencies and authorities are in compliance and completed timely, necessary setups are completed within the payroll system and Credit Union standards and procedures are followed.

Responsibilities:
1. Payroll:
  • Responsible for all system setups related to the payroll and associated systems. This includes ensuring all applicable federal/state/local requirements including filings with agencies and authorities are in compliance and completed timely, and any necessary setups are completed within the payroll system.
  • Audits biweekly payroll to ensure timely and accurate payroll processing as well as ensuring payroll changes have proper approvals
  • Biweekly: retirement contributions, HSA, FSA, and other voluntary deductions
  • Research and resolve second tier escalated issues from Payroll Analyst, system-wide issues and/or issues impacting multiple team members. If necessary, working in conjunction with PS Leadership
  • Acts as backup to the Payroll Analyst to include but not limited to
  • Prepares and processes biweekly payroll periodically as the backup to the Payroll Analyst (no less than once per quarter).
  • Manual Check Processing Monthly Broad Based Incentive liability report and annual incentive calculation
  • Leading end of year and beginning of year processes to ensure completion and compliance of required actions
2. Compliance:
  • Lead quarterly Payroll / W&H audit
  • Liaison for all data requests related to audits and ad hoc requests
  • HR Required Reporting including but not limited to BLS, EEO, Census reports
  • Stays up to date with Payroll and Wage and Hour Compliance and new legislation as well as internal standards and procedures, keeping the Compliance
  • Manager apprised of required changes
  • Responsible for reviewing and updating Payroll related procedures and standards
  • Responsible for Payroll data/document retention
3. Accounting/ Finance:
  • G/L reconciliation for various PS functions
  • Responsible for completion of annual Staffing Forecast
  • Monthly, Quarterly, Annual and ad hoc Accounting reporting requests
4. Supports and Participates in continuous Improvement Activities:
  • Works in conjunction with HRIS team to research, test, recommend and implement People Services system tools and functionality with the objective to increase efficiency and enhance user experiences for the internal team and organization.
  • Streamlines internal payroll related processes taking place outside of systems
  • Conducts research, data analysis and interpretation of trends from corporate data to support People Services management planning.
  • Performs projects as needed for VP People Services and Chief People Officer
5. Benefits:

  • Work in conjunction with Benefits Analyst during annual open enrollment process to ensure accurate and smooth transition of employee benefit changes
6. Develop effective working relationships with internal and external partners. Ensure that operating procedures are followed to minimize security risk, protect organizational assets
7. Ensures department and organizational procedures/processes as it applies to payroll are in compliance with Federal and State level regulations
8. Represents the Credit Union in a positive and professional manner. Maintains member, team members and other sensitive information with confidentiality. Treats co-workers and members with respect.
9. Supports member relations and events that promotes member centric experiences.
10. Other related duties as assigned. Including but not limited to onsite mail processing once a week.

Qualifications:
  • 6 + years progressive experience in payroll discipline (mid-large organization)
  • Inclusive of 3 years multi-state and CA specific payroll processing experience.
  • Full HRIS and/or payroll system implementation from start to finish (lead, testing and executing)
  • 2+ year Accounts Payable/Receivable preferred
  • Ability to understand, interpret, analyze and utilize regulations in regards to litigious situations
  • City, State and Federal wage and hour laws, payroll compliance, tax withholding, labor laws regarding workers\xe2\x80\x99 compensation, disability, leave of absence, FLSA, garnishments, levies and payroll taxes
  • Understanding of Affirmative Action, EEOC, Titles VII & IX DOL
  • Demonstrated understanding of accounting and tax reporting practices
  • Skills Excellent verbal and written communication skills.
  • Ability to communicate and convey clear messages to various audiences.
  • Ability to work independently and judgment to work effectively in a multi- project environment.
  • Attention to detail, demonstrated planning and organizational skills successfully managing multiple assignments and priorities.
Education - 4 Year degree in related field or equivalent

Pay scale by applicable geographic location:
  • Alaska: $60,909.93 - $76,137.41
The final pay offered to a successful candidate will be dependent on several factors that may include but are not limited to the type and years of experience within the job, the type of years and experience within the industry, job related training/education, etc.
