SUMMARY

Under the direction of the Controller, the Payroll Specialist is responsible for the administration, development, implementation, and processing associated with the City\'s payroll system.

SUPERVISION EXERCISED

None.

ESSENTIAL DUTIES

  • Administer, audit, and process all regular and special payrolls.
  • Receive and review payroll records ensuring compliance with City policies, procedures and regulations.
  • Collaborate closely with the Human Resources department.
  • Track and post a variety of payroll actions including wage garnishments, benefits withholding, overtime and wage assignments in accordance with legal requirements.
  • Check records and papers for accuracy, completeness and compliance with established standards and procedures.
  • Update payroll to general ledger and assist accountant with balancing payroll liabilities.
  • Assist employees and answers inquiries related to employee benefits and all other payroll related issues and problems.
  • Maintain files and records related to the City\'s payroll system.
  • Prepare and distribute W-2\'s and other year-end reports.
  • File payroll reports and schedule payments that are due biweekly, monthly, quarterly and annually by each deadline.
  • Perform and/or assist with audits as needed.
  • Perform other related duties and responsibilities as assigned.
MINIMUM QUALIFICATIONS

Education: Associate degree from an accredited college or university with major course work in accounting or business administration. Four years of experience may be substituted for the associate degree.

Experience: Two years of technical payroll or accounting experience; knowledge of FLSA and shift work preferred.

Certifications/Licenses: Valid Utah Driver\'s License

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:
  • Principles and practices of payroll preparation and administration.
  • Applicable federal, state, and local laws, codes, and regulations, especially as it relates to payroll-related issues.
  • Principles and procedures of accounting and financial record keeping and reporting, especially as it relates to payroll.
  • Current office practices, methods, and technology.
  • Principles and concepts of customer service and care.
Skill with:
  • Organization and attention to detail.
  • Principles and practices of data processing and problem solving.
  • Microsoft Windows operating systems.
  • Outlook, Teams and Office365.
  • Tyler Technologies MUNIS preferred.
  • Troubleshooting techniques.
Ability to:
  • Complete various statistical reports to meet federal and state reporting requirements.
  • Close and balance all monthly, quarterly, yearly, and special payrolls.
  • Research and analyze regulatory updates and other information affecting the payroll system and implement necessary changes to the system.
  • Coordinate record retention activities.
  • Prepare adjusting journal entries to balance payroll accounts.
  • Maintain important records including by not limited to confidential matters and exhibits.
  • Communicate clearly and effectively both verbally and in writing.
  • Establish and maintain effective working relationships with employees and the public.
WORKING CONDITIONS AND PHYSICAL DEMANDS

Work in a standard office environment which includes reaching, bending, sitting, standing, talking, hearing, listening, sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift up to 50 lbs. Exposure to mechanical hazards and electrical hazards; ability to travel to different sites and locations.
