The Office of The State Controller is looking for a highly motivated and organized Payroll Business Analyst to join our payroll team. JOB DESCRIPTION:



The Payroll Analyst in the Controller's Office plays a critical role in directing and overseeing Payroll programs statewide. This role is responsible for a wide range of Payroll functions, including payroll processing, maintaining accurate payroll records, and ensuring compliance with federal, state and local regulations. The Payroll Analyst contributes to the overall success of Payroll administration ensuring seamless payroll operations within the organization. Work is preformed under limited supervision.


REPRESENTATIVE TASKS:



Oversee and coordinate statewide personnel programs to ensure alignment with organizational policies and standards. Monitor payroll processes to ensure accuracy, timeliness, and compliance with federal, state, and local regulations. Collaborate with other departments, including Human Resources and Finance, to streamline processes and enhance cross-functional efficiency. Resolve escalated payroll-related issues, ensuring consistent follow-up and effective problem management. Proactively utilizes corrective action methods and techniques in order to refine and adapt necessary operational changes within payroll systems. Collects data, maintains schedules, and resource information in order to ensure payroll systems meet state-wide agency needs. Analyzes user problems and agency operations in order to develop operational requirements for proposed or revised processes. Coordinates payroll systems operation planning and evaluation. Prepares quality controls, and complex documents based on input from internal and external users in order to ensure proper time and attendance and payroll processing. Proactively utilizes corrective action methods and techniques in order to refine and adapt necessary operational changes within payroll systems. Collects data, maintains schedules, and resource information in order to ensure payroll systems meet state-wide agency needs. Discusses change requests with managers and identifies immediate impact on daily operations in order to assess and respond to potential problems. Collaborate with managers in order to develop and instill best practices. Facilitates timely communications with program managers, internal and external customers in order to discuss payroll problems, corrective action plans, and related payroll issues. Facilitates, tests, audits, and validates system improvements in order to administer and monitor system changes. Tracks, coordinates, and facilitates agency projects in order to monitor and expedite improvements in payroll systems. Reviews, analyzes, and designs systems training data and identifies issues with payroll systems in order to plan and implement training programs with agency employees. Identifies payroll system problems impacting program performance and coordinates these problems with OIT personnel in order to information system and program operation solutions on an ongoing basis.

KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED



Initiative and accountability in managing payroll and personnel operations. Ability to manage multiple priorities and maintain attention to detail in a dynamic environment. Expertise in process improvement and operational efficiency. Commitment to confidentiality and integrity in handling sensitive employee information. Understand end to end payroll cycles, wage calculations, deductions, overtime, garnishments and employee Benefit administration. Knowledge of state payroll related laws, rules and regulations. Knowledge of Payroll theories, principles, and practices. Knowledges of Civil Service law, rules and procedures. Knowledge of FLSA. Knowledge of statewide systems, such as MFASIS HR, Time and Attendance System, HR Warehouse. Ability to plan and direct the activities of a staff. Ability to represent the Department in payroll matters. Ability to communicate effectively orally and in writing. Knowledge of computerized payroll systems and standardized desktop technology. Knowledge of supervisory principles, practices, and techniques. Ability to develop and recommend significant modifications to the HR Payroll systems and policies. Ability you provide guidance and technical expertise to lower-level professional and technical payroll staff.

MINIMUM QUALIFICATIONS

:


Training, education, or experience in large scale payroll operations work that demonstrates the ability to use independent judgment, initiative, and decision-making on complex payroll matters. Must be trained and have extensive working knowledge of the Workday application or other automated payroll systems.
