Summary Statement

Would you like to work outside in a vibrant urban environment? Do you love to walk, bicycle, and mingle with the public? If so, the City of Boise is recruiting Parking Compliance Officers. The city\'s Parking Services team maintains around 1,300 on-street parking meters as well as non-metered parking regulations in compliance with city ordinances and state laws.

Parking Compliance Officer facilitates compliance with City and State laws and ordinances regarding parking and abandoned vehicles within Boise city limits. Patrols assigned areas, issues warnings and citations, responds to complaints, marks abandoned vehicles for impound, arranges for vehicles to be towed, and provides information to the public. Interacts with a variety of members of the public, including potentially hostile, emotional, or dangerous individuals regarding parking enforcement issues and providing general information. Work is performed independently under general supervision.

Essential Functions

  • Patrols a designated area of downtown Boise on foot or by bicycle to issue citations for violations of parking rules. Checks electronic meters, time zones, and parking spaces designated for disabled people. Enters information into handheld ticket writers. Takes photos of violations considered hazardous in nature to properly document. Testifies in court regarding contested citations.
  • Conducts inspections of tow companies the City of Boise has on rotation for appropriate safety equipment. Performs VIN inspections of vehicles that have been towed.
  • Marks vehicles for impound. Conducts follow-up after 48 hours and has vehicle towed if not removed from City streets and/or other public rights of way. Makes a good faith effort to contact the owners of abandoned vehicles. Provides information and interacts with the public in potentially uncomfortable circumstances.
  • Meets with the public and acts as a community liaison. Gives directions, talks with merchants, answers questions about parking laws, and provides general information.
  • Prepares kit bags and ticket machines for patrol. Performs office duties such as filing, checking e-mail, and downloading photos and ticket information. Assists with meter coin collection as well as sign and meter upkeep. Performs minor bicycle repairs.
  • Initiates request to tow scofflaw vehicles. Observes, assesses and reports a wide variety of hazardous conditions, suspicious vehicles and traffic issues. Assists police officers at accident scenes and with other police matters ranging from a lost child to various criminal issues. Trains new employees.
  • Performs other duties as assigned. Nothing in this job description restricts management\'s right to assign or reassign duties and responsibilities to this position at any time.
Requirements

Required Knowledge, Experience, And Training
High School Diploma or equivalent and one year of experience providing in-person customer service.

Working knowledge of
  • general customer service techniques
  • basic computer operation and related software applications
  • cell phone and digital camera usage.
Ability to * learn the geography of the enforcement area
  • use good judgment in knowing when to act independently or involve a supervisor
  • maintain composure and professionalism when working with individuals who may be hostile, angry, or emotional, and defuse the situation

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training
Knowledge of conflict resolution techniques; City and State parking laws and ordinances.

Licensing And Other Requirements

Valid Idaho driver\'s license.
Special Requirements
Applicants must be able to pass:

City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

Physical Efforts
While performing the duties of this job the employee is frequently lifting/carrying up to 10 pounds and rarely lifting/carrying up to 50 pounds. Also, the employee is frequently pushing/pulling up to 10 pounds and rarely pushing/pulling up to 50 pounds. The noise level is frequently very loud and rarely moderate. Work includes the sensory ability to talk, hear and touch. Work in this position also includes close vision, distance vision, peripheral vision, and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb, and balance. Position requires hand/finger dexterity. Additional physical efforts include bicycling and walking in all weather conditions including snow and rain. a typical day can be a bicycle ride of ten to twenty miles.

Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, wet and humid conditions, and areas of dust, odors, mist, and gases or other airborne matter. Employees will also drive a vehicle as part of this position. Walks and bicycles in downtown Boise along with vehicle traffic, pedestrians, and cyclists. Must be aware of safety around crosswalks, alleys, and in various weather conditions including darkness.
This position works: enforces parking regulations in Boise Parks during special events.
