This administrative position supports the District Fire Chiefs by assisting with their operational and administrative duties to ensure the effective delivery of fire and rescue services throughout Pointe Coupee Parish. The incumbent serves as an advisor and liaison to the Fire Districts, Fire Board, Parish Council, and Parish President.
This role functions under the direction of the Parish President and carries administrative and advisory responsibilities only.
The position does not assume command at emergency incidents unless specifically requested by a District Fire Chief or the on-scene Incident Commander.
Duties & Responsibilities
Advisory, Coordination, and Administrative Support
Provide advice and assistance regarding fire/rescue and public safety issues.
Establish and maintain communication and coordination with District Fire Chiefs.
Maintain inter-agency and intergovernmental coordination in support of parish fire/rescue and public safety strategic goals.
Lead the implementation of the Parish Fire Strategic Plan at the direction of the Parish President and Fire Board; provide routine status updates and recommendations to leadership and the Parish Council.
Assist in the preparation of fire/rescue plans for emergency incidents and disasters.
Assist in the development, maintenance, and update of the Parish Emergency Operations Plan (EOP).
Attend Parish Council, Fire Chiefs, Fire Board, 911 Board, and related meetings to provide updates and reports.
Assist District Fire Chiefs with Property Insurance Association of Louisiana (PIAL) rating activities.
Assist with public messaging and media relations as requested.
Carry out any additional duties as assigned.
Training, Prevention, and Specialized Coordination
Advise and assist with parish-wide fire training programs.
Advise and assist with parish-wide fire prevention initiatives.
Assist in coordinating HAZMAT training with pipeline companies, railroads, and other agencies.
Assist with training of 911 Dispatchers in fire dispatch protocols.
Emergency Management Integration
Work under the supervision of the parish OHSEP Director and assist as required.
Attend Parish Emergency Management Advisory Committee (PMAC) meetings.
Serve as a member of the Local Emergency Planning Committee (LEPC).
During emergencies/disasters, operate from the Emergency Operations Center (EOC) and support Emergency Support Functions (ESFs) related to Fire, Search and Rescue, and HAZMAT.
Provide technical advice to the Unified Command Group (UCG) on fire, rescue, HAZMAT, and public safety issues.
When specifically requested by a District Fire Chief or Incident Commander, assume an on-scene command or support role.
Qualifications
Education & Experience
Associate degree in Fire Science or related field from an accredited institution
and
at least
15 years of full-time, paid fire service experience
;
OR
extensive leadership/management experience (e.g., Fire Chief) in a full-time paid fire service environment may substitute for the degree requirement.
Experience working across multiple emergency planning, response, and support agencies.
Experience administering or coordinating a multi-agency emergency services system.
Experience participating in or planning for PIAL rating processes.
Experience in public relations and effective messaging using multiple media formats.
Knowledge, Skills & Certifications
Knowledge of Federal, State, and Parish laws, rules, ordinances, and standards related to firefighting and rescue.
Demonstrated understanding of modern fire service leadership and operational practices.
IFSAC Certifications:
Firefighter I & II, Fire Officer I (or equivalent).
