Administrative Officer II is administrative work requiring regular use of independent judgment and analysis in applying and interpreting complex administrative plans or policies. Main Purpose of Job

The main purpose of this position is to conduct research, analyze, interpret, and apply Maryland Home Improvement Law to prepare legal documents, including investigation requests, panel reviews for Investigator, Director, or Board Commissioners. Make determinations regarding possible violations, legal contracts, and court records when applicable. Reviews all documents in complaint files to assess whether the allegations or violations have merit under the law or regulation. Also collecting on Surety Boards.
POSITION DUTIES

Duties of this position include, but are not limited to:
Reviews all complaint documents to assess their legal validity. If the case is deemed valid, prepares the complaint for assignment to an investigator. The paralegal identifies specific legal violations and provides a detailed written explanation to guide the investigation process. They also recommend appropriate disciplinary actions to MHIC Investigators, the Director, and Commissioners, based on the case facts, the licensee's history, and the severity of the offense. Additionally, the role involves managing communication with all parties involved in the complaint, including licensees, consumers, Commission members, and other relevant MHIC staff.
Manages written correspondences related complaints, legal matters, and regulatory issues as needed. Prepares court documents and charging materials at the request of the investigators.
MINIMUM QUALIFICATIONS

Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience:
Two years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
