Position Summary

The Owner's Representative / Transition Project Manager serves as the client's trusted advocate and single point of accountability throughout planning, design, construction, and transition to operations. This role protects the owner's interests on complex, occupied, and mission critical facilities by managing scope, budget, schedule, risk, and stakeholder expectations from initial concept through occupancy and post-project closeout.

The ideal candidate brings a blend of capital planning, construction management, and operational transition experience, with a strong background in building systems, contract compliance, and project delivery in occupied environments.

Key Responsibilities

Owner Representation and Client Advocacy

Serve as the primary liaison between the owner and all project parties, including developers, design teams, contractors, vendors, and internal stakeholders. Represent and enforce the owner's priorities, standards, and risk tolerance in all project decisions. Review and challenge recommendations from vendors and contractors to ensure alignment with owner objectives, lifecycle value, and operational needs.
Project and Transition Management

Lead projects from pre-construction through operational readiness, including planning, procurement, construction, commissioning, and transition to steady state operations. Develop and manage integrated project schedules, including critical outages, phased work, and key milestones. Coordinate transition activities for new or renovated facilities, ensuring systems, staff, and operations are prepared for Day One and beyond. Manage work in occupied facilities, minimizing disruption to business operations, tenants, and the public.
Capital Planning and Financial Management

Support the development of capital plans and multi-year investment strategies for facility portfolios, including prioritization of projects based on risk, lifecycle, and operational impact. Prepare and manage project budgets, forecasts, and cost models; track commitments, changes, and actuals. Lead bid processes and procurement activities, including scope development, proposal evaluations, and contractor selection. Identify opportunities to recover or enhance revenue and avoid penalties through stronger contract compliance, operational efficiencies, and strategic planning.
Contract Compliance, Risk, and Governance

Interpret complex agreements (development, design-build, operations and maintenance, interface agreements, warranties, etc.) and ensure all parties adhere to obligations. Develop position papers or clarifications when contractual ambiguity exists, aligning stakeholders and protecting owner interests. Monitor and enforce warranty provisions and ensure responsible parties resolve post-completion issues in a timely manner. Proactively identify project and operational risks, recommend mitigation strategies, and maintain risk registers.
Technical, Construction, and Systems Coordination

Oversee planning and execution of construction, renovation, and infrastructure upgrades, with particular emphasis on building systems (electrical, HVAC, low voltage, life safety, etc.). Coordinate system cutovers, outages, and commissioning activities in high-risk environments to maintain safety and continuity of operations. Review drawings, specifications, and technical reports; collaborate with engineering and architectural partners to resolve design and constructability issues. Ensure quality standards, code compliance, and alignment with owner's operational requirements.
Safety, SOPs, and Operational Readiness

Champion safety and compliance by supporting the development and implementation of Standard Operating Procedures (SOPs), including Lockout/Tagout and other critical safety programs. Coordinate training and handoff documentation for operations teams to ensure they can safely and effectively operate new systems. Conduct post-occupancy and post-transition reviews to capture lessons learned and verify that project outcomes meet owner expectations.
Stakeholder Communication and Reporting

Facilitate regular meetings with executive leadership, operations teams, and project partners; present clear updates on schedule, budget, risks, and decisions required. Prepare dashboards, status reports, and presentations that translate technical and contractual details into clear, actionable information. Maintain thorough project documentation, including decisions, changes, issues, and closeout materials.
Qualifications

Project Management Professional (PMP) certification required at the time of application. Candidates with exceptional experience who are actively pursuing the PMP and can obtain it within 12 months of hire may be considered. 8 or more years of experience in owner's representation, project management, capital project delivery, facilities management, or a related field. Proven experience managing construction, infrastructure, or capital improvement projects in occupied and operational environments. Demonstrated background working with building systems (electrical distribution, HVAC, low voltage, or similar technical infrastructure). Experience with contract interpretation, negotiation, and enforcement, including change orders, RFIs, and warranty provisions. Experience in large, complex, or public infrastructure, P3, commercial real estate, higher education, hospitality, or similar asset-intensive environments is strongly preferred. Associate degree or technical certification in construction, engineering, facilities, or a related field required; bachelor's degree preferred. Equivalent experience may be considered.
Skills and Competencies

Strong project management skills, including scheduling, budgeting, risk management, and progress tracking. Ability to translate complex technical and contractual issues into clear recommendations for non-technical stakeholders. High level of comfort working in complex, regulated, and safety-sensitive environments. Excellent written and verbal communication skills, including concise executive level reporting. Strong analytical and problem-solving abilities, with a focus on practical, owner-centered solutions. Collaborative, yet confident enough to challenge vendors and partners when required to protect the owner's interests.
Tools and Systems

Proficiency with project management and collaboration tools such as Microsoft Project, Excel, Word, PowerPoint, Outlook, and Teams. Experience with construction and project management platforms such as Procore, Smartsheet, Fieldwire, or equivalent is preferred. Comfort using modern digital tools and artificial intelligence applications to support analysis, documentation, and workflow optimization is a plus.

Pay: $110,000.00 - $150,000.00 per year
