The Role:



The Organization/Employee Development Program Manager position is responsible for performing high-level professional work in the design, execution, and day-to-day coordination of comprehensive Organization and Employee Development programs. This position serves as the technical subject matter expert for critical initiatives, including leadership training, succession planning support, employee development plans (IDPs), and education assistance benefits. The role provides leadership and coordination to paraprofessional staff, ensuring all Organization and Employee Development policies and programs are administered effectively and align with the organization's continuous learning and improvement goals.

Salary:




This position is:

FLSA Exempt, will receive a fixed salary regardless of the number of hours worked per week. A Grade 410 with an annual salary between $76,709 - $115,064.

Holiday, Vacation, and Sick Leave:




Regular status positions offer:

The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave to celebrate their cultural or religious holidays throughout the calendar year. Vacation leave accrues at: + 5.33 hours per pay period (138 hours/17.25 daysper year) + Increases to 6.12 hours after 5 years
+ Then caps out at 7.6 hours after 10 years of service
Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days per year)
Days per year estimates are based on an 8-hour workday.*

Retirement:



This position participates in the Arizona State Retirement System (ASRS).Contribution is mandatory, and deducted every pay period The current contribution rate is 12.00%

Essential Functions

Provides coaching, facilitation, team development, and organizational development services in consultation with the Executive Leadership Team and Department Directors to implement organization improvement initiatives and assure alignment with the Organization's strategic plans. Identifies training and development needs and interventions through the use of employee development tools that support learning, skill-building, and career growth, in regular consultation with department managers and human resources management. Assists with talent development planning, such as succession planning, individual development planning, and coaching. Designs and maintains programs such as competency modeling, performance coaching, and team development, and leverages available tools. Implements meaningful talent development programs and conducts employee training needs assessments and identifies ways to utilize technology to improve training and efficiently deliver content around the City. Partners with leaders and Human Resources staff to define, execute, and manage organizational development projects and solutions that improve the City's organizational effectiveness, culture, and engagement. Conducts analysis and develops clear data-driven presentations to support solutions and recommendations. Assesses, designs, develops, and facilitates training and implements training through different learning modalities. Provides management and employee coaching on professional development, communications, and mentoring. Oversees the learning management system and software. Manages, monitors, and tracks departmental budget and authorizes expenditures. Manages new employee orientation program. Performs other duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors

Bachelor's degree in human resource management, education, organizational development, public or business administration, or related field, and four years of progressively responsible professional experience in Human Resources, education, or organizational development, and one year of experience overseeing a specialized human resources program or area of responsibility.

Any equivalent combination of training and experience that provides the required knowledge, skills, and abilities is qualifying.

Principles and practices of human resource management and administration Research techniques, methods, and procedures Office procedures, methods, and equipment, including computers and applicable software applications such as word processing, spreadsheets (Excel), and databases Advanced principles, methods, and techniques of assigned area of responsibility Principles and practices of program development and administration Pertinent federal, state, and local laws, codes, and regulations

Effectively administer a program Develop and administer goals, objectives, and procedures Establish and maintain effective working relationships Make mathematical calculations and draw logical conclusions Prepare clear and concise administrative reports Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals Research, analyze, and evaluate new service delivery methods and techniques Communicate clearly and concisely, both orally and in writing Effectively manage multiple and changing priorities
