The Virginia Alcoholic Beverage Control Authority (Virginia ABC) is currently seeking a highly skilled and strategic professional to serve as Oracle Financial Systems Manager. This position leads the administration, maintenance and optimization of the Authority's Oracle financial systems and applications.
The Oracle Financial Systems Manager ensures the reliability, scalability and security of Oracle environments while aligning system capabilities with business needs. This role serves as the primary liaison between the Authority and Oracle for all systems support issues and is responsible for user support, troubleshooting and process documentation across all Oracle financial platforms.
Areas of Responsibility
Lead administration and performance tuning of Oracle financial systems, including database management and security.
Oversee system reliability and scalability across Oracle EBS or Oracle Cloud Financials.
Provide technical support and resolve user issues related to financial systems.
Collaborate with cross-functional teams to align system functionality with business processes.
Analyze financial data and generate reports to support decision making.
Develop and maintain comprehensive systems process documentation.
Manage stakeholder relationships and ensure effective communication across divisions.
Serve as the Authority's point of contact for Oracle support and issue resolution.
Collaborate with the budget team during the annual budget development process and assist with the quarterly budget review process.
Develop or enhance various on-demand reports from the Authority's Oracle systems to assist leadership with swift decision making.
Assist the Assistant Director of Budget and Forecasting with various internal and external reporting as deemed necessary.
Minimum Qualifications
Bachelor's degree in Computer Science, Business Information Technology, or a related field.
Minimum of five years of experience in Oracle system administration, including database management, performance tuning, and security.
Minimum of three years of experience in accounting, audit, or business systems roles.
Proficiency in Oracle EBS or Oracle Cloud Financials.
Strong analytical, problem-solving, and communication skills.
Advanced proficiency in Microsoft Office Suite, especially Excel.
Ability to manage multiple tasks under tight deadlines and work effectively with cross-functional teams.
Preferred Qualifications
MBA or Master's degree.
Experience with Oracle Cloud Infrastructure and Enterprise Data Management.
Knowledge of GL Accounting, Budgetary Control, AP, Expenses, and Procurement modules.
Demonstrated ability to convey complex technical solutions to non-technical stakeholders.
