Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world\'s longest floating bridge, and recently completed the world\'s widest tunneling project.

The Opportunity
WSDOT is currently seeking an Operational Safety Engineer in Vancouver, WA. Reporting to the Region Traffic Engineer, this position is a senior level professional engineer who supervises and manages a specialized and highly technical Traffic Operational Safety section/program within the Traffic Office. The position requires highly developed knowledge of technical engineering practices as it relates to enhanced transportation operational technologies and strategies to maximize the safe and efficient operations of the existing and future infrastructure within the region. The position is required to be a technical expert in departmental policies, procedures, and standards as they relate to traffic operations. The position manages and administers the regional low-cost enhancement program which has a significant impact on the Southwest Region, it\'s partners and communities.

Note: This position includes an approved in-training plan; therefore, it may be filled at the Transportation Engineer 4 or Transportation Technical Engineer level.

What to Expect
Among the varied range of responsibilities held within this role, the Operational Safety Engineer will:

  • Analyze safety and operational improvement requests received from the public, external government agencies, maintenance, and internal project offices.
  • Provide expertise to region regarding operational strategies in traffic related safety issues.
  • Work in various databases to maintain inventory and collect data necessary to accurately evaluate current conditions and conduct field assessments.
  • Serve as the region expert in planning and executing engineering studies for speed limits, signing, pavement markings and other corridor or spot location safety enhancements for all modes as needed in accordance with existing operations and/or future development, while ensuring the inclusion of a Complete Streets approach.
  • Serve as subject matter expert for post project reviews of signing and pavement marking within projects to ensure compliance with state standards prior to project being turned over to maintenance.
  • Serve as subject matter expert to the Attorney General\'s office on tort and risk assessment relating to projects and studies completed under their management.
  • Serve as subject matter expert to other departments, sections, and outside agencies on signing, pavement marking, and the use of safety appurtenances.
  • Develops Region policy relating to signing and pavement marking practices. Review PS&E documents to ensure compliance.
  • Manage a group of subject matter experts including field safety operations and analysis, work zone, motorist information signing, and special events.
  • Provide training and mentorship to Region Traffic Design Staff, Region Project offices, and other employees.
Qualifications
The qualifications for the Transportation Engineer 4 ( ) level are:
  • One (1) year of experience as a
or equivalent such as a or . OR * GED/High School Diploma and three (3) years of traffic engineering experience with Freeway Operations, Traffic Operations, Traffic Design, Traffic Analysis, or Safety Analysis.

The qualifications for the Transportation Technical Engineer ( ) level are:
  • One (1) year of experience as a Transportation Engineer 4 or equivalent such as
or . OR * Four years of experience as a Transportation Engineer 3 or equivalent such as Bridge Engineer 3 or Transportation Planning Specialist 3. OR
  • GED/High School Diploma and four (4) years of traffic engineering experience with Freeway Operations, Traffic Operations, Traffic Design, Traffic Analysis, or Safety Analysis and
  • Expert level knowledge of the MUTCD, AASHTO Green Book, NACTO Design Guide, WSDOT Design Manual, WSDOT traffic manual.
  • Expert level knowledge of signing, pavement marking, and operational strategies for rural state highways, urban corridor arterials, and Interstate Highway Systems.
  • Expert Level Knowledge of Work Zone Traffic Control.
  • Expert Level Knowledge of Complete Streets Principles.
The following are required at both the TE4 and TTE level:
  • One (1) year of supervisory experience.
  • Experience demonstrating sound leadership and supervisory abilities.
  • Experience in multi-task and work with rapidly changing conditions and technology.
  • Experience in handling emergencies and change direction at a moment\'s notice effectively and efficiently.
  • Experience interpreting and understanding contract plans, specifications, design manual, maintenance manuals, and other highway related documents.
  • Demonstrated ability to cultivate and practice collaborative partnerships with internal and external customers to support the accomplishment of agency goals.
  • Demonstrated ability to Produce innovative solutions in work situations; tries creative and unique ways to deal with complex transportation issues.
  • Experience clearly conveying information and ideas through a variety of methods to individuals or groups in a manner that engages the audience and helps them understand and retain the information.
  • Valid driver\'s license.
It is preferredthat qualified candidates also have:
  • Bachelor of Science in Civil Engineering or equivalent.
  • Five (5) years of traffic engineering experience with Freeway Operations, Traffic Operations, Traffic Design, Traffic Analysis, or Safety Analysis.
  • Three (3) years of supervisory experience.
  • Experience actively listening and empathizing with the public regarding safety and operational concerns.

  • This is an in-training position that offers a career path and on-the-job training. This position allows you to progress through the Transportation Engineer series and achieve the goal class of a Transportation Technical Engineer. Candidates will be considered at the Transportation Engineer 4 or Transportation Technical Engineer level, depending on their qualifications. The salary range for each level is:
  • TE4 $80,112.00 - $107,712.00 Annually
  • TTE $88,416.00 - $118,932.00 Annually
