OpenVMS Administrator

The State of Connecticut Judicial Branch is seeking an OpenVMS Administrator (Information Technology Analyst III) for the Information Technology Division, Platform Services Unit responsible for working with HPE Integrity operating system and hardware. Qualified applicants will possess experience in the specific functional area of Platform Administration.

The preferred candidate will have experience in the following: administering an OpenVMS environment along with considerable knowledge of OpenVMS clustering on HPE Integrity hardware; experience installing and administering layered products including DECforms, Datatrieve, DECnet, TCP/IP, ACMS, COBOL, RDB, and C/C++ on an OpenVMS cluster. Solid troubleshooting skills along with strong oral and written communication skills and the ability to work and collaborate with personnel in other disciplines including application developers, business analysts, and network analysts is required. ACMS application administration experience is preferred. Experience installing and maintaining interface software such as Attunity and SQL that transmit data between disparate systems, with messaging and data interfaces to Windows web-based applications is highly desirable. Experience with JAMS job scheduling is also a plus to manage nightly batch processing.

Duties will include:

  • Supporting and maintaining a multi-node OpenVMS cluster, version 8.4 or later, running on HPE Integrity hardware.
  • Monitoring the systems and tuning resources as required to maintain performance standards.
  • Testing and updating system software, firmware and layered products applying engineering change orders as needed and directed.
  • Performing network administration using TCP/IP, DNS, DHCP, LPR/LPD, Samba and SSL protocols; implementing and testing FTP and SFTP.
  • File or Volume backup and restoration, familiarity with ABC client and the StorServer application.
  • Managing interfaces between disparate systems and SQLserver databases using products such as Attunity, Connect and Replicate for cross-platform queries and data replication.
  • Creating and maintaining documentation and operating procedures.
  • Creating and maintaining system logical names.
  • Managing security parameters and access control lists.
  • Creating and managing user accounts as well as print and batch queues.
  • Restoration, recovery of files, data, volumes, or Environment on demand.
  • Providing support to the user community and application developers and troubleshooting problems.
  • Researching and recommending new products and upgrades to meet evolving business needs.
  • Formulating and executing project plans to enhance the security, efficiency and effectiveness of the various Judicial Branch computing platforms, including, but not limited to OpenVMS, Windows, ConsoleWorks and vendor-supplied systems.
  • Monitoring, enhancing, and developing tools to provide and improve the viability of the JBA (Judicial Branch Automation) environment. Support of JBA requires detailed knowledge of JAMS capabilities, such as:
  • Scheduling
  • Scripting (Powershell)
  • Programming
  • Alerting and alarming appropriate individuals
  • Formulating, designing, coordinating, and executing a flexible and up-to-date Disaster Recovery Framework and the detailed Plan defined therein, including:
  • Developing the framework
  • Ensuring the framework is flexible with respect to changing technologies and situations
  • Specifying detailed support of the framework details to define the Plan
  • As needed, enlisting various SMEs (Subject Matter Experts) to provide details to support the Plan
  • Testing, reviewing, and updating the Framework and Plan details as required
  • Migrating to future OpenVMS-managed hardware platforms.
  • Needs analysis
  • Provide or arrange for education and the training of OpenVMS Admin and Development staff
  • Testing \xe2\x80\x93 cooperate with the OpenVMS OS provider to ensure that the needs of the Judicial Branch are completely satisfied
  • Evaluation
  • Migration
  • Evaluating, deploying, monitoring, and maintaining any needed security-related resources and strategies, including assessment, compliance, detection, and remediation.
  • Demonstrate proven and excellent written and oral skills, tailored to any target audience (small/large, technical/non-technical).
  • Provide concept-to-implementation assistance to the entire JB-ITD in a wide range of areas.
  • Quickly and accurately become well-acquainted with new technologies and develop new areas of expertise.
  • Work with vendors to evaluate, test, and implement potential products in pursuit of all the above project activities.
Some familiarity with the following topics is required:
  • Administration of Fiber Channel SANs including disk allocation, partitioning and RAID configuration.
  • Backup administration using automated, robotic, or virtual tape libraries with StorServer, ABC Client or other commercial backup software.
  • DEC Command Line (DCL) scripting and maintenance of system logical names and command procedures.
  • ACMS administration.
  • Experience configuring and administering queues, distributed lock management, RMS, DECForms, Attunity, Cobol, RDB, Datatrieve, in a clustered OpenVMS environment, with messaging and SQL data interfaces to Windows web-based applications.
  • Experience with ConsoleWorks is desirable.
  • Solid troubleshooting skills.
  • Solid verbal and written communication skills.
  • 24 x 7 support is required.
The preferred candidate will have excellent interpersonal and communication skills, both oral and written with a collaborative approach to work in a close team environment. Ability to work effectively with all levels of technical and non-technical staff and management is necessary.

This position qualifies for hybrid remote work.

Salary Range: $92,784 - $125,723/year \xe2\x80\x93 plus State of Connecticut benefits.

New employees begin at the minimum. The starting salary for existing state employees may be higher than the minimum, in accordance with existing Judicial Branch policy.

EXPERIENCE AND TRAINING
General Experience: Eight (8) years of experience in information technology (IT), programming, systems/software development or another IT related field with a concentration in the specific area of the position being applied for.

Special Experience: One (1) year of the General Experience must have been at the advanced working level with responsibility for performing a full range of moderately complex technical support functions as highlighted in one of functional area(s) listed above.

Substitutions Allowed:
1) College training in management information systems, computer science, electrical engineering or related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling six (6) months of experience to a maximum of four (4) years for a Bachelor\xe2\x80\x99s degree.

2) A Master\xe2\x80\x99s degree in management information systems, computer science, electrical engineering or related area may be substituted for one (1) additional year of the General Experience.

3) Relevant certification in management information systems, computer science, electrical engineering, project management or related area may be substituted for up to six (6) months of the general experience.

SPECIAL REQUIREMENT: Incumbents may be required to travel within the State in the course of their daily work.
