Job Description




The Iowa Department of Public Safety (DPS) is seeking to fill a Public Service Manager position within the Office of Drug Control Policy.

Organization Background
The mission of DPS is to serve the people of Iowa by providing public safety services with leadership, integrity and professionalism through the core values of courtesy, service and protection. The Department is a statewide law enforcement agency and includes the Administrative Services Division, the Iowa State Patrol, the Iowa Division of Criminal Investigation, the Iowa Division of Narcotics Enforcement, the Iowa State Fire Marshal and the Division of Intelligence. The Department works in conjunction with federal, state and local jurisdictions of the criminal justice community to provide for the safety of persons living in, or traveling through the State of Iowa.

The Office of the Drug Policy coordinates and monitors all statewide counter-drug efforts, substance abuse treatment grants and programs, substance abuse prevention and education programs; and engages in other related activities.

  • Monitor and coordinate all drug prevention, enforcement, and treatment activities in the state. Conduct outreach, assess substance use needs (e.g. health and public safety), collaborate on strategies, and engage partners on effective responses.
  • Establish and oversee contracts with state and local agencies to further the mission of the Office of Drug Control Policy. Approve and manage the budget and program plan including all contracts with local, county, and state agencies that implement programs consistent with the goal of saving and improving the quality of lives in Iowa, by reducing the use and subsequent toll of risky addictive substances.
  • Manage the Office of Drug Control Policy so effective personnel practices are utilized and all relevant laws, policies, rules, and procedures are adhered to. Conform to policy on employee performance reviews and evaluations. Provide for corrective discipline of employees, as appropriate. Hire and terminate employees of the Office of Drug Control Policy. Make recommendations and prepare requests for promotions, position reassignments, and other changes. Advise the Executive Officer on all personnel problems and complaints filed against staff. Advise the Executive Officer and Commissioner of potential changes in operations that will improve services provided by the Office of Drug Control Policy.
  • Provide input on new and revised legislation and regulations that have a direct impact on the programs directed. Provide input to the Commissioner and Executive Officer concerning the activities of the Office of Drug Control Policy, as needed. Provide necessary information and make presentations before legislative committees and at public hearings as requested.
  • Prepare and submit an annual report to the Governor and Legislature concerning the activities and programs of the Office of Drug Control Policy and all other state departments with drug enforcement, substance use disorder treatment, and prevention programs (e.g., a coordinated statewide strategy identifying emerging trends and needs, proven and promising responses, budgetary information, etc.).

The selected candidate must have passed a thorough background investigation conducted by Iowa Department of Public Safety investigators before a final letter of employment offer is delivered.

This is a non-merit position with the Iowa Department of Public Safety. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
2) Eight years of full-time work experience in program administration, development, management, or operations.
3) All of the following (a and b):

a. Four years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) All of the following (a, b, and c):

a. Two years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is
also equivalent to one year of full-time experience or education.

5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
