DESCRIPTION
Under the direction of the Coordinator of Compliance, Nonpublic Services and Family Support the Nonpublic Analyst is responsible for maintaining accurate financial and accounting records and information for all HCPSS students in Nonpublic placements. The Nonpublic Analyst manages the Nonpublic budget and financial process by verifying and analyzing each transaction, from the beginning of the school year to the end and creates reconciliation reports in alignment with MSDE data.

ESSENTIAL POSITION RESPONSIBILITIES

  • Processes and analyzes cost sheets from all Nonpublic Schools for each student. Prepares the database to give calculations to show the proper portions of funding that MSDE and HCPSS is responsible for. Creates requisitions based on calculation for each of the students.
  • Processes all new and revised Nonpublic Tuition Assistant Applications (NTAPA) for MSDE. Ensures HCPSS is in compliance with laws and regulations for cost, codes, and dates on cost sheet.
  • Maintains and balances accounts by verifying and reconciling transactions and resolving discrepancies with Nonpublic Schools.
  • Monitors expenses related to a multimillion-dollar budget.
  • Responsible for financial reports with MSDE to show money spent and ensure the HCPSS stays within the budget. Processes the MSDE Attendance Reports, Projections Reports, Enrollment Reports, Expenditure Reports and Reconciliation Reports.
  • Interfaces with parents and nonpublic schools regarding payments and documentation.
  • Collaborates with the Budget, Finance, Purchasing, and Procurement Offices regarding nonpublic expenditures.
  • Maintains the Contracted Labor Budget for Mediations and Due Process Hearings including payments for agreements.
  • Reports and communicates to management the expenditures for the Compliance, Nonpublic Services Office.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Problem solving, organizational competences, analytical and critical thinking.
  • Strong communication both written and verbal with internal and external stakeholders, parents, community members, and MSDE.
  • Basic understanding of requirements for servicing students receiving special education services.
MINIMUM QUALIFICATIONS
Applicants must meet all the qualifications listed below to be considered for the vacancy.

Education and Experience:
Applicants must meet the criteria in ONE of the rows below.
High school diploma or GED equivalent. Eight (8) years of professional experience in data analysis, financial reporting, fiscal monitoring, account reconciliation, or budget monitoring.

This work must include the utilization of Microsoft Office (Word and Excel) and Google Sheets with creating, maintaining, manipulating, analyzing, and organizing of data for reporting.

Associate degree in business administration, finance, or related field. Six (6) years of professional experience in data analysis, financial reporting, fiscal monitoring, account reconciliation, or budget monitoring.

This work must include the utilization of Microsoft Office (Word and Excel) and Google Sheets with creating, maintaining, manipulating, analyzing, and organizing of data for reporting.

Bachelor\xe2\x80\x99s degree in business administration, finance, or related field. Four (4) years of professional experience in data analysis, financial reporting, fiscal monitoring, account reconciliation, or budget monitoring.

This work must include the utilization of Microsoft Office (Word and Excel) and Google Sheets with creating, maintaining, manipulating, analyzing, and organizing of data for reporting.

PREFERRED QUALIFICATIONS
  • Five (5) years of experience in finance and/or budget.
  • One (1) year of experience in a school system working with Department of Special Education processes and procedures.
SPECIAL REQUIREMENTS
Position will be required to travel occasionally to state workshops.

SELECTION REQUIREMENTS
Applicants evaluated as Best or Better Qualified based on the preferred qualifications will be required to complete a Microsoft Excel performance assessment. Invitation to interview will be contingent upon successful completion of this assessment.

EMPLOYMENT INFORMATION
This is a 12-month per year position in the Howard County Educators Association, Educational Support Professionals (HCEA-ESP) employee unit. The current salary range for this position on the Technical and Central Office Professional and School-based salary scale is Grade 26, $93,690 - $141,180. Salary will be determined by actual relevant experience and in conjunction with salary procedures of the Howard County Public School System. Under the Fair Labor Standards Act, this position is exempt from overtime.
