GENERAL DESCRIPTION:
Senior-level professional position responsible for preparing and reviewing complex air quality permits, including Title V (operating) permits; manages projects and project teams; reviews the work of staff; and assists in directing the operational, personnel, and planning functions in air quality permitting. Reviews operating permit applications for purposes of initial permit development, modification, or renewal; reviews engineering designs, calculations, and other engineering documents for details, accurac,y and completeness; examines the engineering basis for periodic parameter or emission monitoring; and develops the statement of basis and the public notice version of the draft operating permit.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Drafts and coordinates the preparation of complex air quality analyses and permits.
  • Manages projects and project teams.
  • Assists in directing the operational, personnel, and planning functions in air quality permitting.
  • Responsible for technical writing of documents for a diverse range of audiences to support the permitting function.
  • Applies and interprets complex rules, regulations, guidelines, and standards.
  • Answers technical questions from the public, other agencies, and internal staff related to policies, procedures, regulations, and statute.
  • Applies sound scientific principles to evaluate proposed emission controls, pollution minimization, and monitoring techniques.
  • Reviews the work of others.
  • Reviews technical documents for compliance with requirements of the State, EPA, and other agencies on projects.
  • Develops and implements standard operating procedures (SOPs) for Division activities related to the permitting function.
  • Reviews and approves or rejects submittals.
  • Ensures work activities meet project technical and policy requirements, state statutes, and federal regulations.
  • Responsible for negotiating and securing agreements with industry groups and applicants.
  • Responds to comments from industry and other stakeholders in contentious situations.
  • Participates in environmental studies and public meetings.
  • Provides responses to appeals, lawsuits, or other public record requests.
  • Serves as an expert witness.
  • Trains, develops, and mentors staff.
  • Leads and/or participates in cross-functional teams to address the issues and priorities of the agency.
  • Participates in selection panels for environmental engineers and scientists.
  • Confers with other states or government agencies with regard to joint actions to be taken or to obtain vital information.
  • Develops and recommends new and revised goals and long-range plans for the program and agency.
  • Initiates and manages consultant agreements to provide permit-related services.
  • Resolves and recommends resolution of applicant and contractor disputes and claims.
  • Advises senior leaders on the acquisition of software, hardware, equipment, and materials.
  • Determines the relevance and accuracy of data collection and computation methods.
Qualifications
PREFERENCES:
Bachelor's Degree required with a preference in engineering or environmental/physical sciences plus 1-2 years of progressive work experience in the same.
KNOWLEDGE:
  • Knowledge of air quality permitting principles and practices.
  • Knowledge of practices of environmental compliance and regulation; competent to interpret and apply environmental regulations and policies.
  • Knowledge of industrial processes and pollution controls.
  • Detail-oriented; strong ability to discern, track, and organize pertinent information in a complex regulatory environment.
  • Strong ability to organize and manage a large workload, ability to meet deadlines with quality product.
  • Ability to work as a member of team of professionals and balance disparate goals/priorities.
  • Ability to interact with public, regulated entities, and other employees in a professional manner.
  • Skilled at leading by example, demonstrating a strong work ethic.
  • High level of skill in written, spoken, and electronic communication.
  • Ability to utilize available information in order to make timely decisions.
  • Ability to train, develop, and mentor staff.
  • Ability to work independently within areas of major responsibility and resolve conflicts and disputes.
  • Knowledge of the principles of scientific measurement and experiment.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in The Sciences)
Experience:
1-2 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Analyst
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Analyst
