The Alaska Department of Fish and Game, Division of Wildlife Conservation is recruiting

for a Natural Resource Specialist 3 located in Anchorage, Alaska!

What you will be doing:


Housed within the Division of Wildlife Conservation, the incumbent will serve as a highly specialized, single point of contact with advanced expertise leading ADF&Gs efforts to influence federal laws, regulations, plans and policies concerning federal lands, particularly those related to conservation system units (CSUs) established or expanded by ANILCA. They will represent the Department in direct coordination with federal representatives in Alaska and elsewhere, to address ANILCA's unique safeguard public access to, and across, federal lands, and defend state authority over resources such as fish, wildlife, and waterways.

The incumbent's advances these goals by serving as the Department's lead on ANILCA-related issues, ensuring that federal plans, rulemaking, policy, and other documents recognize state authority over fish and wildlife, protect public access for traditional uses, and uphold the commitments made to Alaska at statehood and under ANILCA.

The working conditions you can expect:


The duty station for this position is in the Anchorage ADF&G office and operates during normal business hours, typically from 8:00AM to 5:00PM in a dedicated office space. Daily responsibilities include reviewing and responding to federal plans and regulations, as well as performing routine administrative tasks such as filing and recordkeeping.

Requires:A strong knowledge of Alaska geography and outdoor activities (e.g., hunting and fishing). Occasional travel within the State is required.

Knowledge of state and federal laws, regulations, and policies related to natural resource (especially fish and wildlife) management, including ANILCA, the Wilderness Act, NEPA, and the organic statutes of federal land management agencies, as well as familiarity with the Public Trust Doctrine.

Ability to work independently with strong attention to detail, while effectively negotiating, building teams, and collaborating with diverse and strong-minded stakeholders with differing missions. ANILCA is not governed by state statutes or procedures so the ability to generate new ideas, solve problems in innovative ways, and view situations from different perspectives is crucial.

Project Management:

Experience managing multiple projects in stressful situations, identifying important issues and adjusting priorities to ensure completion of projects within strict deadlines. Advanced verbal and written communication skills necessary.

Legal, Government, and Jurisprudence:

Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, Government regulations, Executive orders, agency rules, Government organization and functions, and the democratic political process.

Writing:

Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

Education in a natural resource field such as forestry, geology, agronomy, and hydrology, law, public administration, planning, economics, or a closely related field and/or progressively responsible professional experience in natural resource management.

Definitions:


"Competencies" means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.

Special Note:


For purposes of the minimum qualifications, natural resource management is defined as the management of the land, water, mineral, forest, oil, gas, agricultural, archaeological, natural and cultural history, park, and related surface and subsurface resources. Experience or education in natural resource management means involvement in the above resources exclusively. Those with experience or education in managing these resources may specialize in different management functions (for example, planning, regulation, research or title). All of this experience is applicable to the natural resource management definition. Some positions may require education in a particular area of natural resource management or specific technical knowledge and training gained through specialized education or progressively greater responsibilities at the lower levels of the series.
