Main Purpose of Job

The Breath Test Maintenance Specialist is responsible for the maintenance and monitoring of evidentiary breath testing equipment used in the State of Maryland's Alcohol Testing Program.

POSITION DUTIES


-------------------


Monitor, maintain, perform functional checks, and repair evidential and non-evidential breath testing instruments as stipulated by the Procedures of the Chief Toxicologist. This includes but is not limited to: change the ethanol gas standards on a specific time schedule and perform calibration functions on the breath testing instruments. Maintain a complete primary satellite shop area at the home residence to service and maintain field instruments directed by the CTAU Commander and Administrator and Chief Toxicologist.

Inspect various breath testing sites to ensure procedures and regulations are adhered to. When discrepancies are noted, document and report to the CTAU Administrator for appropriate action. Assist with the maintaining CTAU equipment/repair parts inventory and assure proper stock levels are maintained.

Receive, comprehend, and respond promptly and appropriately to both verbal and written communications. Communicate effectively with members of the department, other law enforcement personnel, and the public. Prepare required records and reports associated with the position and/or requested in a timely manner.

Must be thoroughly familiar with Maryland State Police Departmental Rules and Regulations and the Procedures of the Chief Toxicologist as they pertain to the breath testing program. Provide courtroom testimony on the operation and technical aspects of breath testing instruments.

Determine if the breath testing instruments (~40 pounds each) are repairable at the breath testing site. If the instrument(s) are not repairable at breath testing sites, transport the instrument(s) to home satellite shop area or the Maryland CTAU Shop.

Provide classroom lectures and hands-on training to police agencies participating in the State of Maryland Breath Testing Program as directed.

Assist the CTAU Administrator with semi-annual recertification of approved breath testing instruments throughout the State.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.



Experience: Two years of experience in the operation, maintenance, and installation of computer oriented, electronics or four years of experience as a certified Breath Test Operator from a State approved alcohol testing program.



Note: Candidates may substitute successful completion of a one-year program of study in electronics at a recognized military school, specialized training school, trade school or college for up to one year of the required experience.


DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. Experience in electronic repairs and troubleshooting.

2. Understanding of electronic circuits and schematics.

3. Possession of a 'Certification' in electronic repairs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS


----------------------------------------------


1. Employees in this classification are required to successfully complete training for the Breath Test Maintenance Technician Course; Intoximeters Inc. for Operators, Calibration, Accuracy Check Maintenance Certification on the Intoximeter EC/IR II; and Indiana University for the Robert F. Borkenstein Course on Alcohol and Highway Safety: Testing, Research and Litigation: within one year of hire.



2. Employees in this classification will be assigned duties which require the operation of a motor vehicle and are required to possess a motor vehicle operator's license valid in the State of Maryland.


SPECIAL REQUIREMENTS


------------------------


1. In accordance with Public Safety Article, Title 2. Department of State Police, Section 2-204 (b) (6) of the Annotated Code of Maryland, candidates for positions in this classification will be subject to an initial drug screening, a physical examination and a complete criminal background investigation before a permanent appointment can be made. A criminal conviction record may be grounds for rejection of the candidate.



2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.



3. Employees in this classification are regularly required to lift and transport breath test maintenance equipment weighing approximately 70 pounds.



4. Employees in this classification are assigned duties in a given area of the State.



5. Employees in this classification are subject to 24-hour emergency call-in and must provide the agency with a telephone number where they can be reached.



6. Employees in this classification may be required to travel throughout other areas of the State beyond their assigned regions.

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees. The list will be valid for one year.
