The Role

We're seeking a Power Platform Solution Architect to design and build solutions for a digital transformation initiative for Navy test site operations. This is a hands-on role where you'll both architect enterprise-scale solutions and implement them yourself using Microsoft's Power Platform within the Navy's Flank Speed environment. You'll work collaboratively with program leadership and Navy stakeholders to convert manual workflows into automated, traceable digital processes that support mission readiness across 100+ test sites, working with Colvin Run's Technology Team.

Key Responsibilities: Design, Develop, Deploy.

Hands-On Full Stack Solution Development



Build Power Apps (Canvas and Model-driven) for data entry, approval workflows, and user interfaces Develop and configure SharePoint sites, lists, and document libraries Create Power Automate flows for routing, notifications, and compliance triggers Build Power BI dashboards and reports for leadership visibility and decision support Implement Dataverse entities, relationships, and business rules Develop reusable components, templates, and accelerators for the team

Architecture & Design



Design scalable data models that support enterprise-wide standardization Propose architectural patterns and approaches, collaborating with program leadership on technical decisions Create solution documentation including data flow diagrams and integration maps Evaluate technical trade-offs and recommend approaches for complex challenges Define data migration strategies for transitioning legacy artifacts to the new platform

Stakeholder Collaboration



Work directly with Navy stakeholders to gather requirements and iterate on solutions, identifying requirements, and designing/developing analytics for key metrics, workflow solutions, and leadership/management dashboards. Present technical approaches and progress to Navy leadership and program teams Collaborate with compliance teams to ensure solutions meet RMF and cybersecurity requirements Participate in agile sprint cycles with regular demos and feedback integration Regular updates to Colvin Run leadership on technical solution progress and innovation opportunities.

Delivery & Knowledge Transfer



Support pilot deployments and user adoption activities at test sites Create user documentation, training guides, and deployment playbooks Mentor team members on Power Platform development techniques Develop transition materials for Navy sustainment teams
Required Qualifications

Experience & Education



8+ years of hands-on software development experience with Microsoft technologies 3+ years of experience designing and building enterprise Power Platform solutions Bachelor's degree in Computer Science, Information Systems, or related field required Active Secret security clearance preferred; clearance eligibility required

Technical Expertise



Expert-level hands-on proficiency with Power Apps, Power Automate, and Power BI Strong experience with Dataverse/Common Data Service data modeling and configuration Advanced SharePoint Online development and administration capabilities Solid understanding of Microsoft 365 ecosystem, integrations, and security model Proficiency in SQL, HTML/CSS/Javascript, .m, and familiarity with Microsoft Power Fx Experience designing solutions with complex data relationships and business logic Familiarity with application lifecycle management (ALM) for Power Platform

Collaboration & Communication



Ability to translate business requirements into technical solutions, with innovation and creativity Experience working collaboratively in cross-functional teams Strong presentation skills for communicating technical concepts to diverse audiences Navy / Defense experience preferred, but not required Comfort working in agile environments with evolving requirements
Preferred Qualifications

Master's degree in technical field Microsoft Power Platform certifications (PL-200, PL-400, or PL-600) Experience with Microsoft GCC High or government cloud environments Direct experience with Navy Flank Speed environment Background in digital transformation or workflow automation projects Experience with government compliance frameworks (RMF, NIST, CMMC) Familiarity with DAX, M Query, or SQL for data analysis Previous DoD or Navy customer experience, specifically in research, development, test and evaluation (RDT&E) Experience with SBIR/STTR technology transition processes
