Qualifications

MINIMUM QUALIFICATIONS:

A master\'s degree in psychology; social work; sociology; counseling; health services; hospital, public, health care or mental health administration; nursing; public health; education with a concentration in psychology or counseling; special education; or in a human services or behavioral science discipline as listed in the NOTE; plus five years of professional experience in a health service, mental health service, nursing service, social service or education program.

SUBSTITUTIONS:

A doctoral degree in one of the above fields will substitute for one year of the required experience.

NOTE:

Acceptable human services or behavioral sciences degrees acceptable to the Addictive Disorder Regulatory Authority include addiction studies, behavioral science, public health, public policy/administration, health administration social work, psychology, counseling, sociology, criminal justice, educational counseling, and rehabilitation counseling.

Comparable degrees will be considered if deemed acceptable by the Addictive Disorder Regulatory Authority.

NOTE:

Some positions may require regulation as a Licensed Addiction Counselor (LAC), Certified Social Worker (CSW), Licensed Master\'s Social Worker (LMSW) or a Licensed Clinical Social Worker (LCSW).

NOTE:
Applicants who possess a master\'s degree in social work may be required to maintain licensure in accordance with the Louisiana State Board of Social Work Examiners.

NOTE:

Any college hours or degree must be from an accredited college or university.

Job Concepts

FUNCTION OF WORK:

To serve as the regional administrator of a mental health region or human services district.

LEVEL OF WORK:

Manager.

SUPERVISION RECEIVED:

Administrative direction from a Mental Health Area Director or higher-level administrator.

SUPERVISION EXERCISED:

Line over Mental Health Program Directors, regional pharmacy directors, Mental Health Center Managers and/or other professional and paraprofessional support staff.

LOCATION OF WORK:

Department of Health and Hospitals, Office of Mental Health; Human Services Districts.

JOB DISTINCTIONS:

Differs from the Mental Health Area Director by the absence of responsibility for administering and managing all functions of an Office of Mental Health Area.

Supervises and directs center managers, acute unit managers and directors, medical directors, and other program staff within the region and assures the coordination of services with other units.

Plans, directs, and evaluates community support programs which includes group homes, supervised apartments, psychosocial rehabilitation, case management, 24-hour crisis intervention, nursing home reform, and single point of entry.

Confers with regional advisory council regarding needs and services.

Hires, assigns, evaluates, and terminates personnel; administers the recruitment of staff and approves personnel actions.

Conducts needs assessment studies and plans.

Plans, directs, and evaluates long range mental health plans, programs and policies.

Plans and directs the development, monitoring, and collaborative process of contractual services.

Meets with the general public, other agencies, and the media regarding regional mental health programs and policies.

Assures compliance of subordinates to policies, procedures, and rules and to legal and ethical standards.
