Overview:
The Medicare Affordability Value Senior Manager will be responsible for the end-to-end ownership
of multiple disciplines within the Medicare Business Optimization and Affordability team. Responsible for
day-to-day execution of key initiatives (e.g., clinical programs, claims accuracy) to improve overall competitiveness and maximize value creation. Includes development of new programs to impact total cost of care, development of new business models and strategic partnerships, determination of the strategic need for specific products and services, leadership of the initiative plans and ongoing monitoring and tracking in conjunction with Finance and Analytics, and driving of an optimal operating model that appropriately balances stakeholder management and functional expertise. Contributes to meeting strategic goals across different functional areas. Possesses significant freedom to act in the short term. Makes decisions, often based on limited information, that have a long-term impact across the function.

Responsibilities:

  • Defines strategic direction & objectives for the Affordability Office value targeting & value realization; coordinates with finance and other key functional areas to define financial & operational goals and targets related to cost reduction initiatives.
  • Partners with key stakeholders across the segment to drive meaningful strategic initiatives related to affordability.
  • Guides hypothesis generation & data analyses for identification of cost reduction opportunities using industry, market, functional area, & organization expertise.
  • Manages processes, policies, & governance for validation, solutioning and implementation of validated hypotheses.
  • Represents all value targeting opportunities in Governance Committee approval discussions, manages strategic discussions around opportunity pursual.
  • Design assessment criteria for cross-prioritizing initiatives to ensure focus on most feasible and highest impact opportunities.
  • Prioritize team focus to drive efficiency in time allocation across numerous potential ideas.
  • Partner with other team members to develop a roadmap and dashboard for working and reporting on key strategic items that includes target setting and savings assumptions, and analysis along with tracking of implemented Medicare affordability initiatives.
  • Drive fulfillment of Affordability commitments with creation of performance scorecards that show actual vs target tracking, taking into consideration all the key contributing drivers and service agreements.
  • Supports improvement in affordability, total medical cost savings and medical cost trend reduction through strategic collaboration with business and clinical leaders who bring innovative ideas and projects from their business departments.
  • Liaises with Enterprise Affordability Strategy and Execution teams and ensures tight alignment on goals and priorities.
  • Serves as thought leader and assists in providing solutions for improvement in affordability while assuring appropriate balance between quality, compliance and impact on medical costs, operational efficiency, and service to internal and external customers and providers.
  • Summarizes results of analysis and effectively communicate to management recommendations for actions to resolve business issues.
  • Designs and executes a working model with cross-functional internal partners that assesses and sets the controls and standards for affordability related initiatives.
  • Executes processes through effective staff management while coaching and developing team members.
  • Translates business needs into practical applications and solutions.
  • Possible 10-15% of travel
Leadership Skills:
  • 8+ years of relevant healthcare experience
  • 5+ Government Business knowledge-preferred
  • Experience managing cross-functional initiatives
  • Proficiency in Microsoft Office applications
  • Strong organizational skills
  • Ability to analyze data to make sound business decisions
  • Demonstrates ability to lead, influence and problem-solve across a matrixed organization
  • Strong written and verbal communication skills
  • Ability to manage multiple priorities and deal with ambiguity
  • Self-motivated, detail-oriented, and willingness to adapt to changing needs in a fast-paced, dynamic environment
