The State of Hawaii, Creative Industries Division, in the Department of Business, Economic Development and Tourism, is the lead agency advancing the growth of Hawaii\xe2\x80\x99s creative economy. We are seeking to grow our executive team, looking for an established media professional with Hawaii ties and industry experience to join us as our Media Industry and Entertainment Liaison. Responsibilities include but are not limited to planning, developing, and executing a collaborative statewide media and entertainment industry development strategy. Geographic Location: Downtown, Honolulu II. INTRODUCTION Creative Industries Division (CID) is the lead agency focused on the development and growth of Hawai\xca\xbbi\xe2\x80\x99s creative economy. As a division of the Department of Business,
Economic Development & Tourism (DBEDT), CID is comprised of two branches \xe2\x80\x93 the
Hawai\xca\xbbi Film Office (aka Film Industry Branch) and Arts and Culture Development
Branch \xe2\x80\x93 which manage the statutory related aspects of film and television industry development and implementing initiatives to support the statewide expansion and diversification of Hawai\xca\xbbi\xe2\x80\x99s creative and emerging industries. CID provides leadership in knowledge-based industries development, including advancing a pipeline of workforce / talent development to encourage increased distribution of Hawai\xca\xbbi-originated for all platforms of distribution globally. Hawai\xca\xbbi\xe2\x80\x99s creative economy includes arts, culture, music, media, film, design, interactive and emerging clusters that contribute an estimated $4 billion to Hawai\xca\xbbi\xca\xbbs gross domestic product annually with a growth rate of
9.5% over a ten-year period. CID has statutory oversight for the Statewide Film Permitting program, Hawai\xca\xbbi Film
Studio, The Motion Picture, Digital Media and Film Production Income Tax Credit program (HRS 235-17, Act 217) and the Film and Creative Industries Development
Special Fund (HRS 201-113, Act 193). The Media Industry Development Liaison leads a unit in CID which is responsible for planning, developing, and executing a collaborative statewide media and entertainment industry development strategy. The position is the lead on behalf of the state in strengthening Hawai\xca\xbbi\xe2\x80\x99s relationship with the global entertainment industry, supporting the division mission of solidifying a pipeline of talent / workforce development and attracting new emerging media opportunities. III. MAJOR DUTIES & RESPONSIBILITIES A. Media & Entertainment Industry Strategic Development 40% 1. Works under the direction of the Division Chief to develop a sustainable foundation and road map for media and entertainment industry business growth across the creative and media sectors in concert with education, economic development, and industry partners. Responsible for the execution of a multi-year media and entertainment industry short- and long-term strategic plan, engaging local and global industry, nonprofit and government leaders to work in partnership to grow local workforce across film, creative and media sectors. Serves as co-lead with CID administrator for UH Good Jobs Hawaii to implement industry commitments to build pathways of job opportunities, beginning with Department of Education, Charter and Hawaiian
Immersion schools through higher education and non-education training programs. [2] 4. Manages a memoranda of agreement between CID/DBEDT, media and entertainment industry leaders, education, workforce development council and related industry partners to formalize and sustain pathways to business creation, ecosystem development and jobs which become careers in creative clusters.[1] [2] Page 1* of 5 * Rev. 05/2022 Media and Entertainment Industry Development Liaison
Position No. 94004B 5. Provides a leadership role in CID\xca\xbbs management team, serving as division deputy which includes leadership role in the execution of the Creative
Economy Road Map. [1] 6. Maintains strategic partnerships globally as lead for post production, visual effects industry development. Formalizes all partnerships between education, industry and CID for above and below the line job creation, as well supporting export of IP opportunities for local residents. [1][3] B. Infrastructure Development and Operations 30% 1. Supports CID strategy on all infrastructure development, including short-, mid- and long-range planning to develop, invest and advance both new and existing creative spaces, soundstages, and facilities to support the spectrum of creative sectors. [1][2][3] 2. Oversight of CID\xe2\x80\x99s existing infrastructure and creative facilities, including but not limited to the management of all procurement, vendors and interagency work related to operations, maintenance and marketing of existing facilities supporting entrepreneurial media development and film industry production, excluding Hawaii Film Studio, which is managed by
Film Industry Branch. [2] 3. Manages all procurement, cross collaboration and interagency work related to the development of new facilities that support the workforce development pipeline, including but not limited to, new neighbor island creative and innovation infrastructure to support media production, music industry development, cultural arts, and related integration statewide.

Develops, initiates, and executes new initiatives based on the strategic planning efforts in collaboration with the division and industry stakeholders to affect cross collaboration with DBEDT agencies, and state, federal and county agencies to leverage funding opportunities, as well as grant opportunties to advance workforce initaitives. [1][2] 2. Creates agency partnerships with all county film offices to strengthen business attraction, to include economic development agencies throughout the state. Develops a cohesive, collaborative economic development strategy aligning with the Community Economic
Development Strategy (CEDS) to attract federal financial support for CIP and innovation grants. [3] 3. Supports strategy to accelerate creative and media cluster development, including building international alliances with industry partners to attract investment in Hawai\xca\xbbi in areas of new emerging technologies. Works in collaboration with the state and county film offices, creative industries and economidc develoment organizations to studios and venture capital investors on convening a think tank for creative economy growth and advancement. Knowledge: Principles of marketing, global economics and general business development, financial management, accounting, and investment knowledge; research and statistical methods/procedures; methods and techniques for making economic projections; Federal, State, and local economic development programs and procedures; and government procedures. Knowledge of film and media financing, distribution structures, and physical production. Knowledge of software systems including, but not limited to, Microsoft 365,

Skills/Abilities: Ability to communicate and work effectively with people of diverse social, economic and racial backgrounds; ability to plan, organize, and multiple tasks and deadlines; executive level customer service, including dealing with people under stress, problem solving and working with clients from varying sectors; facilitation and education as a method of leadership; recognizing the significance of factors that influence creative and cultural industry development; oral and written skills to express ideas clearly and effectively; ability to remain unbiased in offering business referrals; ability to separate personal and professional interests to avoid conflicts of interest that may be real or perceived when engaging in duties of this potion; ability to carry out directions with minimal oversight and to discern when action of a higher level is required. Education: Graduation from an accredited college or university with a BA/BS degree with a major in finance, marketing, business administration, public administration, economics, media studies, or a related field in the creative and media sectors. Experience: No less than six (6) years of progressively responsible professional experience that demonstrates skills necessary as outlined in the duties and responsibilities; experience to include fiscal management, investment strategies, strategic planning, business, economic development, local or state government experience, marketing, market research and analysis, with experience in financing creative endeavors, managing or contracting for use of facilities and development of funding streams. Supervisory Experience: Must have at least five (5) years of supervisory or staff experience in planning and directing the work of others; assigning, and reviewing their work; advising them on difficult problems, timing and scheduling their work; training and development of employees; giving technical advice and direction to management; recommending staff improvements; and performing performance views and progressive discipline as needed. Must have industry expertise in media and entertainment, strong leadership and administrative aptitude, including corporate, production, technology and digital media. Has successful track record of implementing new initiatives through to completion, managing ongoing or special assignments or projects which involve administrative problems, e.g., in planning, organizing, promoting, and directing a program. Management acument demonstrated by the performance of work assignments in a manner which clearly indicates awareness of managerial problems and the ability to solve them; completion of management training or education courses accompanied by application of learned principles to work assignments; management\'s observation and evaluation of the applicant\'s leadership and managerial capabilities; and success in trial assignments to managerial and/or administrative tasks. TOOLS, EQUIPMENT & MACHINES Adobe Creative Cloud, Outlook, or comparable system, Microsoft suite of software, budget software for film and media industry, MAC or PC Computers, tablets, mobile apps, and peripheral equipment/software, calculator, copying machine, fax machine, and other related office machines, equipment, and tools. Production equipment expertise a plus for this position.
