Position Overview


The mission of the Office of Data and Technology is to support schools and the district as a whole to use technology and data effectively to accelerate student achievement. The Office includes the following teams:


The

Information Technology

team provides DCPS students and staff in every school with the infrastructure, systems, and support to use technology effectively to accelerate student achievement. The

Data

team ensures stakeholders at all levels of the organization have access to accurate, timely, and relevant data, conducting analysis and research, and building school-based capacity to use data tools to inform planning and decision-making. The

Strategic Initiatives

teamoversees office strategy, finance, communications, staffing, and operations; manages a portfolio cross-functional workstreams; and supports the office, agency, and schools use data and technology effectively.
The Information Technology (IT) team leads the district's efforts to ensure all DCPS students and staff, in every school, have the technology, data and systems, and technical support needed to be successful.



The Technical Projects Manager (TPM) will manage the planning, execution, and delivery of data and technology projects that support student success, educator effectiveness, and operational efficiency. This role bridges technical development and client needs, ensuring that the data systems and technology products developed and managed by the Office of Data & Technology (ODT) are user-centered, scalable, and aligned with DCPS priorities.





The TPM will lead a project management team and work with cross-functional teams--including application developers, data specialists, program teams, and office leaders--to deliver high-impact solutions such as enterprise applications, dashboards, and data storage solutions. The ideal candidate combines strong technical project management skills with a deep understanding of K-12 education data systems, technology products, and stakeholder needs.



The Manager, Technical Projects will report to the Senior Director of Data and work closely with the Chief of ODT and Senior Deputy Chief of Information Technology (IT) to ensure the successful execution of technical projects within ODT's portfolio..

Essential Duties and Responsibilities

Project Management

+ Leads the Office of Data and Technology's technical project management team which consists of project managers and business analysts.
+ Lead the end-to-end project lifecycle for data systems and technology products developed by the ODT, from requirements gathering to deployment and maintenance.
+ Develop and maintain detailed project plans, timelines, and risk mitigation strategies to ensure on-time delivery.
+ Lead projects using proven methodologies for structured planning and execution, while applying Agile/Scrum practices to foster iterative development, stakeholder collaboration, and rapid delivery cycles.
+ Apply ITIL (Information Technology Infrastructure Library) practices to ensure effective service design, transition, and operation of ODT data systems and technology products.
+ Manage interdependent projects as part of broader programs, ensuring alignment with strategic goals, resource optimization, and coordinated release schedules.
Stakeholder Engagement

+ Work closely with software developers, data engineers, and QA teams to ensure technical feasibility, scalability, and alignment with district priorities.
+ Collaborate with program stakeholders and technical teams to define project goals, business requirements, delivery timelines, and success metrics.
+ Translate DCPS programmatic needs into technical requirements and product features.
+ Communicate project status, risks, and outcomes to diverse audiences.
Technical Oversight

+ Coordinate with application developers and data engineers to ensure technical feasibility and alignment with DCPS priorities.
+ Oversee quality assurance and user acceptance testing (UAT).
+ Ensure products are in compliance with data privacy regulations (e.g., FERPA) and district policies.
+ Work with ODT technical teams to establish and maintain release schedules, change management processes, and deployment strategies in collaboration with software and data engineering teams.
Continuous Improvement

+ Monitor product usage and impact; gather feedback for iterative improvements.
+ Stay current with innovations in education technology, data visualization, and interoperability standards (e.g., Ed-Fi, CEDS).
+ Design and implement repeatable processes for project intake, prioritization, and execution to improve efficiency and transparency.

Qualifications



Bachelor's degree and four to six years of related work experience. Master's degree preferred. Related work experience, managing technical projects, preferably in K-12 education or public sector environments. Strong understanding of education data systems (e.g., SIS, LMS, assessment platforms), software development lifecycle, agile methodologies, and ITL service management practices Proven experience collaborating with cross-functional teams, including working directly with software and data engineering teams. Skilled at translating complex technical concepts clearly and effectively to both technical and non-technical stakeholders, including senior leadership. Adept at navigating fast-paced, ambiguous environments independently--such as managing shifting priorities, unclear requirements, or evolving stakeholder expectations. Excellent facilitation skills in leading planning meetings, reviews, and retrospectives, including the ability to concisely and accurately communicate with team members and senior leadership. Crisp verbal and written communication is a must. Skilled in defining Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) that support K-12 district operations. Process-driven with propensity to create and employ repeatable processes to complete tasks more efficiently. Strong project management and documentation skills to ensure multiple high-stakes projects stay on track and all stakeholders are consistently clear. Proficiency with project management tools (e.g., Asana, Jira, Trello). Experience with setting up data governance initiatives and developing data security policies. Preferred certifications include PMP, Certified Scrum Master (CSM), ITIL Foundation, or equivalent.
