This position functions as one of three

Managers

in

Sewer Maintenance

assigned to support the administration of the Raleigh Water Sewer Maintenance Division, including 120+ allocated positions and an annual operational budget of $14 million.



The

Manager - Sewer Maintenance

provides second-level supervision by overseeing three key work programs within the Division to include the Easement Inspections, Easement Maintenance, and Fats, Oils, and Grease Programs. In addition to general supervision and human resources responsibilities, this position will guide the implementation of processes, development of operating policies and procedures, analysis of Division performance, creation of training and development programs, and the completion of overall budget allocations.



In addition, managers will work to ensure regulatory compliance with the North Carolina Department of Environmental Quality- Division of Water resources (NCDEQ-DWR) and conformance with the International Standards Organization (ISO) certified Environmental Management System (EMS) 14001:2015.

Work Hours and Location:



Scheduled working hours are Monday through Friday from 6:30 am to 3:00 pm. This position will report to the Lake Woodard Operations Center, located at 3324 Lake Woodard Dr, Raleigh, NC 27604.



Duties and Responsibilities

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.



Supervises, manages, and evaluates assigned employees and makes decisions about hiring, discipline and/or termination of employees. Provides and/or facilitates employee training and development, determines or makes recommendations regarding new hire salaries and salary changes, and acts as liaison between employees and management Monitors and verifies various divisional key performance indicators (KPIs) and metrics to ensure regulatory compliance with the state issued Collection System Permit. Advises programs to adjust operations accordingly to meet established goals and remain permit-compliant, providing environmental protection and pollution prevention to the community Administers the division's ISO 14001-2015 Environmental Management System to achieve continual improvement and intended outcomes while reaching established goals and objectives in various initiatives consistent with the City's Water Business Plan Establishes and implements departmental policies, goals, objectives, and procedures in conjunction with industry best practices and the City's strategic initiatives Directs and coordinates divisional financial and budgetary activities to meet division needs. Oversees general purchasing, inventory management and controls, long-range planning of equipment and tool needs, requests for additional personnel, and development of the departmental budget including prioritizing the annual Capital Improvement Program budget plan Facilitates a collaborative and positive working environment for all employees, following our organizational values. Acts as the first step in hearing employee appeals to discipline issued, and renders decisions concerning pay reduction, suspensions, and terminations of staff members Manages the Administration Team for the Sewer Maintenance Division (SMD), supervising program leads, creating training material and giving presentations, summarizing efforts at the City and department level, and bringing this information back to the SMD team Summarizes and presents divisional accomplishments at department Business Plan meetings and takes on leading roles in internal and external stakeholder organizations Manages elevated customer service interactions, such as customer dispute resolutions and intra/interdepartmental service requests. Facilitates City- wide, department-wide, and divisional safety training, meetings, and initiatives to review and draft policies Analyzes accidents and injuries to develop and maintain a strong safety culture, protecting employees and reducing injuries and liability

Typical Qualifications

Education and Experience:



Bachelor's Degree in Public Administration, Business Administration, Planning, Engineering or related field, and 7 to 9 years' experience in supervisory level water/wastewater infrastructure system maintenance and repair, project scheduling, or related work



OR



Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted



Licensing and Certifications:



Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire


Preferred Qualifications:

Collections Grade III Certification, or the ability to obtain within two (2) years of hire
