PRIMARY DUTIES & RESPONSIBILITIES

Hiring range for this position is $89,898.40 - $112,373.00 annually.

Performs complex administrative and managerial duties in the planning, development, and implementation of programs to enhance organizational development and training, and employee recognition programs under the direction of the Deputy Director of Human Resources.

PRIMARY DUTIES & RESPONSIBILITIES

  • Manages the areas of learning, training, development, volunteer programs, and Learning Management Systems (LMS)

  • Responsible for the full life cycle of project management for the development and maintenance of the Learning Management System (LMS)

  • Identify and assess future and current training needs through job analysis, career paths, and consultation with city managers

  • Facilitates and delivers management level training and is available to support Learning & Development Specialists with training courses as needed

  • Develop, recommend and implement citywide programs to enhance and ensure organizational and employee development, employee recognition, and workplace safety programs

  • Responsible for creating a shared project tracking system

  • Monitors and evaluates the effectiveness of learning, training, and development programs

  • Makes presentations to management, employees, City Council committees and community regarding City programs

  • Supervise and lead direct reports, this includes but is not limited to making recommendations regarding selection, hiring, training, evaluating and disciplining of assigned employees

  • Oversees process to provide guidance and assistance to departments and employees regarding learning, training and development

  • Monitors and evaluates the effectiveness of learning, training, and development programs

  • Represents the City at meetings and workshops

  • Prepares and monitors program budget

  • Performs additional duties as assigned


MINIMUM QUALIFICATIONS & WORKING CONDITIONS

An equivalent combination of education, training and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education:

  • Bachelor\'s degree in education, business management, public administration or a directly related field.


Experience:

  • At least 4 years progressively responsible experience in project management, training and research including experience in developing, promoting and implementing service and awards programs in a medium to large size public sector organization.

  • Two (2) years of supervisory experience with a minimum of at least 1 year of human resources experience preferred.


An equivalent combination of education, training, and experience that demonstrates required knowledge, skills and abilities may be considered.
Knowledge:

  • Knowledge of the principles of customer service and public relations; marketing; project management; and personal computers and related software applications including word processing, spreadsheet, and database applications.

  • Specific knowledge in the areas of training, development, performance management, volunteer programs, and Learning Management Systems (LMS)


Abilities:

  • Ability to establish and maintain effective working relationships with City management, elected officials, employees and citizens

  • Communicate effectively both verbally and in writing

  • Establish and fulfill goals and objectives

  • Manage and complete complex projects

  • Effectively direct the work of other employees.


Skills:

  • Strong interpersonal, analytical, decision making, and problem-solving skills.

  • Skill in the use of personal computers including word processing and data base applications.

  • Skill and ability in meeting and dealing tactfully and effectively with other employees, public and private officials, community groups and members of the general public.
