Through numerous advocacy efforts and resource development programs the organization has expanded and improved primary health care services for residents.



DCPCA is seeking a Manager, Health Program Initiatives. This position plays a key role in strengthening the healthcare workforce and advancing access to care for HRSA-designated special populations. This position supports Federally Qualified Health Centers (FQHCs) and Look-alikes by guiding workforce development efforts--including recruitment, retention, and health professions training--and managing initiatives in priority areas such as maternal health, intimate partner violence, and School-Based Health Centers.



The Manager provides technical assistance, training, and cross-sector collaboration to enhance primary care delivery, improve health access, and support care models that reflect the needs and values of communities with varied backgrounds and experiences. This role will also supervise and provide strategic guidance to the Specialist, Health Program Initiatives, ensuring alignment with organizational goals and programmatic objectives.



This position reports to the Director of Clinical Quality & Practice Transformation and follows a hybrid work model. Ideal candidates will be based in or near Washington, DC metro area as regular on-site collaboration and local travel (10-15%) is required. There will also be occasional requirements outside regular business hours during emergencies, trainings, or critical events.

KEY RESPONSIBILITIES:

Workforce Development & Training

Guide health centers in using datadriven strategies (e.g., Health Center Workforce Survey) to attract, recruit, and retain a diverse, linguistically and culturally competent workforce. Provide strategic HR advisement on evidencebased practices in hiring, onboarding, performance management, and retention. Manage the Health Professions Education and Training (HPET) initiative to expand exposure to the community health model. Design and facilitate adult learning experiences, peer learning groups, and training collaboratives with a focus on workforce wellbeing. Conduct and interpret workforce assessments to inform local planning and improvement strategies. Disseminate emerging best practices and tools that support workforce development across the health center network.

Program Management & Health Center Support


Support the implementation and evaluation of health programs aligned with HRSA priorities, including SchoolBased Health Centers and maternal health. Advance initiatives that strengthen primary care delivery and promote equitable access for underserved and complex populations. Coordinate technical assistance and training sessions, ensuring alignment with Section 330 grant requirements and evolving community needs. Collect, analyze, and translate data to inform quality improvement, strategic planning, and practice transformation. Cultivate and maintain relationships with FQHCs to identify crosssite learning opportunities and respond to emerging workforce and programmatic needs. Represent the organization at regional and national meetings, stakeholder convenings, and public health forums. Perform other duties as assigned.

REQUIRED QUALIFICATIONS:

Bachelor's degree in Public Health, Health Administration, or related field is required. Minimum 3 years of experience in HR, workforce development, public health, or healthcare program support. Experience working with or supporting community health centers or primary care settings. Background in strategic HR advisement, including leadership coaching, policy development, and workforce planning. Strong facilitation and communication skills, with experience engaging diverse healthcare teams and adult learners. Demonstrated ability to manage multiple projects, coordinate workstreams, and meet deadlines. Ability to work effectively across cultures and with special populations. Collaborative mindset with strong relationshipbuilding, problemsolving, and conflictresolution skills. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Experience facilitating peer learning groups, symposiums, and community convenings to advance knowledge sharing and collaboration Proficiency with email marketing platforms (e.g., MailChimp, Constant Contact) and webinar tools.

PREFERRED QUALIFICATIONS:

Master's degree in Public Health, Healthcare Administration, Health Services Management, or a related field. 35 years of experience in healthcare workforce development, public health program management, or FQHC support. Familiarity with HRSA 330 program requirements and public health funding priorities. Experience with workforce data analysis, recruitment/retention strategies, and health professions education programs. Experience with CHWled models, chronic disease management, and communitybased health initiatives. Knowledge of change management, organizational development, or HR consulting. HR certification (e.g., SPHR, SHRMSCP) preferred. Proficiency with data tools (e.g., Excel, Power BI, Tableau), SurveyMonkey, and visual communication platforms such as Canva.

COMPENSATION:

DCPCA offers competitive salary ($83,000 - $85,000) based on experience and skills of employees. Additionally, DCPCA provides a comprehensive benefits package that includes medical, dental, vision, 403b match, ancillary benefits, access to Flexible Spending Accounts, and generous leave benefits.



ADA Specifications: This position is primarily sedentary in the Washington, DC office with occasional overnight travel and may require some bending and lifting. DCPCA is a fast-paced, high-energy organization with a very ambitious agenda and a staff that is highly motivated. This position may experience high work demands under tight timelines.
