Overview:
Manages the compilation, analysis, and interpretation of complex healthcare, clinical and utilization data completed by Health Economics staff. Supervises and directs analytical projects related to operational, clinical, and quality analyses and ad-hoc requests. Expands the use of information in decision-making through outreach, training, and education to relevant VNS Health Plans staff. Assists the Director in planning new reports and analyses for current and new products. Works under general supervision.

What You Will Do



Manages the day-to-day activities of the department including setting deadlines, monitoring progress, keeping staff on schedule, reviewing the status of ongoing work and reporting any issues that may arise to the Director. Automates reporting process for standard reports, optimizes programs, and develops solutions to minimize the amount of time required for standard reporting. Coordinates, prepares, and ensures the accuracy and timeliness of regulatory reporting for the MLTC and Medicare Advantage lines of business, including Encounter Reporting, NH reporting, and Part C and D Reporting. Evaluates changes in regulatory requirements and modifies reporting processes as necessary. Reviews programming, analyses, and reports developed by staff and recommends appropriate changes. Participates in the design and implementation of queries, reports, and user documentation. Reviews queries for relevance to specifications and makes appropriate changes. Mentors staff in understanding issues related to the data, quality, and accuracy of the reports generated. Creates accurate and complex analytic reports documenting trends, identifies/reports statistically significant findings, and performs other analyses. Constructs reports, tables, graphs, and statistical analysis and provides explanatory documentation, as appropriate. Summarizes large volumes of data in user-friendly reports that include statistical summaries, qualitative and quantitative analyses. Uses appropriate statistical and reporting software to analyze data. Prepares reports for RPDs, Administrators, and Directors on program operations. Conducts operations review and analysis of processes and procedures. Issues report findings and recommendations to management for timely decisions. Identifies, researches, and resolves various technical/operational systems/applications issues. Acts as an IS/Technology liaison. Represents the Department at IS planning and informational sessions as appropriate. Instructs, orients, and trains department staff to new, existing, and revised IS systems and databases, as needed. Retrieves, collects and compiles data from the VNSNY Oracle Reporting tables, other VNS Health systems, other VNS Health Plans systems and constructed databases. Reviews accuracy and corrects discrepancies to ensure data integrity Initiates and maintains external agency contacts and internal contacts (e.g., with management and staff of Information Systems, Research Department, etc.) to secure current and correct data necessary for reporting and analysis. Develops an understanding of all VNS Health Plan's strategic business objectives and business unit operations. Understands systems and programs utilized by VNS Health Plans in order to identify data issues and needs. Collaborates with end-users to define and re-define needs regarding report content and format, data collection, etc. to ensure that the appropriate compliance, financial, utilization, and clinical quality data are collected, analyzed and reported to the appropriate parties, in format and definition consistent between functional areas and regions. Demonstrates department's commitment to excellent customer service through prompt response to all internal and external customers. Represents the department's capabilities and mission effectively to internal and external customers. Performs duties inherent in a managerial role. Participates in hiring, training of new/less experienced staff, evaluates and collaborates with Director, when necessary, to terminate assigned staff according to Agency policy and procedures. Collaborates with Director, in conducting performance appraisal of assigned staff. Participates in special projects and performs other duties as assigned.

Valid driver's license or NYS Non-Driver photo ID card, may be required as determined by operational/regional needs.




Education:



Master's Degree in Public Health, Healthcare Informatics, Health/Public Administration or the equivalent Required



Work Experience:




Minimum of five years progressive experience performing increasingly complex data analysis, reporting, and interpretation a health care setting RequiredManagerial experience PreferredAdvanced proficiency with statistical programs, Microsoft Word, Access, and Excel or other statistical or reporting software packages RequiredMinimum of four years of SAS knowledge RequiredCertification in SAS programming PreferredStrong analytical and statistical skills (both qualitative and quantitative) RequiredEffective oral, written and interpersonal communication skills Required




Pay Range: USD $122,300.00 - USD $164,000.00 /Yr.
