WHO WE ARE LOOKING FOR




Are you a strategic thinker with a strong background in finance, administration, and budget management? The Department of Public Libraries is seeking a Management & Budget Specialist to work in its Business Office and manage a broad range of administrative, financial, and operational functions.


This position reports directly to MCPL's Business Manager and works collaboratively with multiple County and State agencies. MCPL provides services to all ages from 21 full-service library facilities and the full-service library in the Montgomery County Correctional Facility. This service is provided to a majority/minority County of over 1 million residents. This is professional administrative work whose primary job is to provide oversight and leadership in the areas of budget, personnel administration and management for the Department of Public Libraries. This position coordinates and develops the preparation of MCPL's annual budget and Capital Improvement Plan budget and oversees the planning and coordination of MCPL's participation in various State and Federal grant programs and contractual agreements. In addition, this position participates in the review of financial statements and prepares a variety of monthly, quarterly, and annual personnel, financial and other special reports.

Proven experience in budget development, financial analysis, and public sector administration. Strong team management skills. Ability to interpret complex policies and effectively communicate with internal and external stakeholders. Experience with Oracle financial systems and government budget processes is highly desirable. Skilled in navigating cross-departmental collaborations and balancing multiple high-level projects.


What You'll Be Doing

Develop and coordinate the preparation, review, and presentation of the department's operating, capital, and grant budgets. Conduct cost-benefit analyses and make data-driven recommendations to department leaders and program managers. Develop and respond to budget questions to department leadership team, the Office of Management and Budget (OMB), and the County Council. Preforms departmental administrative data reporting functions including finance, procurement, grants, payroll, human resources, and capital improvement projects (CIP). Work closely as a team with professional and para-professional staff within Central Administration and Collection Management. Manage revenue oversight, ensuring proper collection and allocation in coordination with the Department of Finance using Oracle systems. Serve as a departmental liaison with multiple County and State agencies including OMB, Finance, DGS, TEBS, OCA, Procurement, OHR, and others. Provide guidance and support to supervisors and managers in the department.

Minimum Qualifications

Experience:

Three (3) years of progressively responsible professional experience in budget and/or financial management.

Education:

Graduation from an accredited college or university with a bachelor's degree. Bachelor's Degree with a major in Finance, Business Administration, or Accounting is preferred.

Equivalency:

An equivalent combination of education and experience may be substituted.

Preferred Criteria, Interview Preferences

A minimum of five years of budget and financial management experience. A minimum of five years of experience working with BASIS, Oracle, Budget Intelligence (BI) and MCtime applications. Extensive experience managing multiple time sensitive tasks and/or projects simultaneously. (A minimum of five years) Extensive experience working with the Office of Management & Budget and Department of Finance. (A minimum of five years)
