3) Duties/Responsibilities



a) Description: P

rovide Healthcare Technology Management (HTM) Services in the areas of Logistics Functional Analyst, asset management, property accounting, and financial reporting support services for NMLC. NMLC requires onsite HTM services to support the day-to-day activities of the MELS Directorate.

b) Responsibilities:

Perform HTM evaluations and providing recommendations as to the total asset visibility, life cycle management, financial improvement and audit readiness, oversight of BUMED's Accountable Property System of Record (APSR) and provide guidance of HTM related support. This support includes site visits to medical treatment facilities (MTF), as well as other activities supported by NMLC, DHA, and BUMED. Provide onsite or remote property accounting, financial reporting, monitoring and control support, and implementation support to the item unique identification (IUID) project, provide continued support to NMLC in the implementation and training on the AIS and AIT needed for asset tracking.

c) Specific Tasks:



MANAGEMENT SUPPORT

Provide remote or onsite Customer Support and mentoring to Equipment Manager (EM) aka Accountable Property Officers (APO) throughout Navy MTFs, DHA, BUMED Activities, and may provide guidance on management of HTM Life Cycle Management and major tasks. Prepare and evaluate capital asset financial reports on a monthly and quarterly basis. Send request for Key Supporting Documents (KSD) from the corresponding EM/APOs to assist with validating entries in the APSR. Perform a review of the equipment valuation information in the APSR compared to the actual KSD (documents used to support the procurement or disposition of equipment), consolidate the results, and provide report to management on highlighting any discrepancies identified. Prepare and/or coordinate corrective actions with the respective command's APO to resolve any discrepancies/inconsistencies identified during this to avoid any repeat findings prior to the next reporting period. Monitor Equipment Inventory Gains (IGE) for capital equipment and any centrally funded equipment procurements, verify the accuracy of the equipment valuation information in the APSR. Request copies of the KSDs from the receiving Activity to validate entries made in the APSR. Monitor Equipment Inventory Loss' (ILE) of capital assets, validate the equipment records to ensure the equipment is inactive in the APSR and as needed, request copies of the KSDs from receiving Activity to validate entries in the DMLSS-EM. Maintain the list of BUMED's MTF APOs, contact information, appointment letters, and other applicable documents to support BUMED - PMO's activities. Review and compile any potential changes required to existing or newly introduced policies, instructions, and Standard Operation Procedures (SOP). Develop step-by-step technical guidance on equipment management, property accounting, and financial reporting topics. Monitor equipment records meeting Item Unique Identification (IUID) requirements to ensure those devices are registered to the IUID registry and properly marked. Collect and organize metrics data as defined by DHA, BUMED, and NMLC to track the progress of projects/tasks relating to HTM Management. Use monthly QA reports to analyze/monitor the Capital Assets Accounting Status not "IN Service", Depreciation (either under/no depreciation), and equipment records missing the "In-Service Date" issues.
TRAINING SUPPORT

Provide onsite and/or remote training for HTM, property accounting, financial reporting, AIT. Remote training support may be provided via teleconference or videoconference. Provide Equipment Management Workshops at NMLC and at other designated off-site (CONUS and OCONUS) training facilities. Deploy AIT End User Device (EUD) to customers and work with NMLC DMLSS Customer Support Team to identify and implement AIS/AIT/IT integration requirements to support personal property accounting, tracking and inventory management programs. 2.2.4. Provide onsite training on the integrated use of AIT EUD. Acquire attendance roster using forms approved by NMLC. Distribute and collect customer filled course evaluations. Each course attendees must have corresponding course evaluation.

4) Additional Requirements:

Preferred Education

: Bachelor's Degree

b)

Required Education (Minimum):

Bachelor's Degree in Business Administration, Healthcare Technology Management (HTM or Engineering), or Adult Education in with at least 4-year experience in Logistics is required

c)

Preferred Experience:

Senior Level Experience leading a Health Technology Management program for compliance with The Joint Commission (TJC). Knowledge of project management principles and the fundamentals of DoD acquisition.

d)

Must Have Certifications:

None

e)

Must Have Systems Experience:



o Knowledge of HTM equipment and systems.

o Knowledge of the Defense Medical Logistics Support System (DMLSS) - Equipment Management Module (DMLSS is the approved APSR).

o Knowledge of systems analysis and design techniques, pertinent characteristics of software, computer equipment, data-base management, and information systems security techniques in order to perform detailed analysis and studies.

o Knowledge of concepts, policies, procedures, and implementation strategies, to accomplish delivery of business requirements, processes, products, and services.

o Knowledge in training development of business/systems integration.

o Proficient in Microsoft Office programs, particularly Access, Word, PowerPoint, Excel, and Project..

o Proficient in transposing concepts and ideas in standard business and Navy correspondence

Job Type: Full-time

Pay: $95,000.00 - $110,000.00 per year
