Job Description

This is a professional level job where the candidate must possess, upon hire, extensive knowledge and skills in Library Science so they can apply this knowledge to provide services and program consultation to library patrons, boards, and management. The candidate may be responsible for a major service of the State Library system. May assist in preparing and administering the program budget. Will supervise professional staff. May consult and help librarians in book selection and weeding; assist in contract negotiations with local and county governments; may be responsible for hiring and evaluating extension service employees. May conduct on-line database searching. May plan and organize the work of a major specialized service area; select specialized equipment and supplies;

supervise all correspondence from library patrons, and regional libraries; supervise storage, retrieval, and maintenance of specialized books. May work with local, state and national agencies serving the blind and physically handicapped. May classify library materials in

either the Dewey Decimal, Library of Congress, or other classification systems; may perform descriptive and subject cataloging; create original cataloging input for the OCLC or other computerized cataloging systems. May perform a wide variety of professional

activities in accordance with an established performance plan; develop and conduct training programs; prepare reports and correspondence on library activities; purchase and assemble library materials for addition to library collections.

Responsibilities

Performs library reference work. Classifies and/or catalogues artifacts, collections or library materials, etc. Reviews, purchases and/or selects materials for collection(s); prepares materials for addition to collection; fills requests and on-line searches, answers questions about materials, and/or coordinates inter-library loan activities. Provides library services; coordinates services on a county-wide basis; meets with local community and county officials concerning library services. Cooperates with local, state and/or national agencies. Writes or drafts correspondence, reports, documents and/or other written materials. Supervises subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions. Coordinates program activities, services, and/or program implementation with private providers, other governmental entities, program users, etc. Performs descriptive and subject cataloging; creates original cataloging systems; consults with public and school libraries and state agencies on problems in cataloging and collection management; performs general consulting with public libraries. Prescribe, evaluate, and/or train in, the use of assistive devices. Delivers presentations, stand up training, or instruction to staff, management, clients, or the general public. Performs research activities by utilizing computer software to obtain and manipulate data.

The Librarian lll needs to possess the following skills, knowledge, and abilities:



Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar. Listen to and understand information and ideas presented through spoken words and writing. Communicate information and ideas effectively in speech and in writing so others will understand. Knowledge of electronic equipment, and computer hardware and software, including applications and programming. Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects. Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, stenography and transcription, designing forms, and other office procedures and terminology. Use logic and reasoning to identify and solve problems. Know how to categorize and organize information. Selecting and using training/instructional methods and procedures appropriate for the situation when learning or teaching new things. Monitoring/Assessing performance of yourself, other individuals, or organizations to make improvements or take corrective action. Use of proper time management. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.

Best qualified individuals will have obtained a MLS Degree in Library Science or closely related field of study and/or a combination of education and/or experience in a library science. Risks found in potentially dangerous or unusual environmental stress situations, being subject to possible physical attack, etc. Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc. * Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
