Job Description

UDOT's Risk Management Division is seeking a highly capable occupational safety, health, and loss control professional to join our team to make a direct impact on workplace safety across the Department. This role is a unique opportunity to blend technical expertise with portfolio-building implementation work.



This position reports to the Statewide Employee Safety Manager, and is a key contributor responsible for developing, supporting, and sustaining multiple workplace safety programs.Safety Excellence: Facilitate specialized employee safety training, conduct rigorous field safety inspections, and collaborate with our statewide safety team to ensure regulatory compliance (Local, State, Federal). Performance & Policy: Drive performance goal results through coordinated efforts with internal and external partners. You will be instrumental in the sustainable development of policies, procedures, and processes to enhance business intelligence and overall programmatic effectiveness. Claims & Investigation: Support detailed claims coordination and investigations to thoroughly manage and mitigate agency risk. Reflect Positive Credit: Increase internal/external trust capital by strengthening relationships, reporting successes, and bending the innovation needle forward.


Principal Duties



As the Liability Prevention Specialist, you will play a crucial role in building and sustaining a resilient safety culture by executing and modernizing core risk management functions including:Training & Certification Leadership: Participate in designing and delivering qualified safety training and instruction to diverse audiences across various venues, including essential certifications like OSHA 10 for new employee orientation. Proactive Risk Mitigation & Loss Control: Conduct thorough safety surveys and inspections. Prepare detailed written findings, recommend effective corrective/preventive measures, and manage follow-up to ensure 100% implementation and closure. Regulatory Compliance & Policy: Plan, implement, and apply safety policies and procedures in compliance with Local, State, and Federal regulations, including OSHA and UOSH standards. Interagency Coordination: Act as a key liaison with internal UDOT disciplines and external agencies (Local, State, Federal) including Utah State Risk Management and State Fleet Management, ensuring alignment on liability protection, insurance needs, and employee safety objectives. Performance Reporting & Analytics: Ensure the timely and accurate completion of all required reporting (e.g., OSHA logs, monthly/quarterly/annual reports on injuries, lost time, and vehicle accident rates). Aid in developing technical platforms for digital process automation, system-based workflows, and on-demand data analytics (dashboards). Records & Data Stewardship: Maintain accurate loss control records, perform data entry, and oversee quality assurance of assigned division records. Programmatic Oversight: May be assigned lead oversight responsibilities for standardized programs including and not limited to competent first aid kit management, AED cabinet management, Accident Review Committee, or similar program-based oversight roles. Culture Building & Engagement: Work closely with region-based safety teams and structured committees through continuous coordination and engagement activities. Embrace innovative practices and a growth-based mindset aimed at continuous improvement. Communication & Collateral: Develop and deliver high-impact programmatic collateral (infographics, presentations, manuals, web content) to enhance division communication and program effectiveness. Other Duties: Other essential duties and responsibilities as assigned.


Minimum Qualifications



In order to qualify, you must have all of the following:At least three (3) years of workplace safety or risk management-related experience. A valid driver's license. Active instructor-level OSHA 500 training certification.


Preferences



Preference may be given to those with at least one of the following:ATSSA Flagger Instructor certification. FA/CPR Instructor certification. Board of Certified Safety Professional's certification. Associates degree or higher in Occupational Safety and Health, Public Administration, Communications or a related field OR equivalent experience More than five (5) years of workplace safety or risk management-related experience.

Organizational Management + Task & Workload Management: Manage incremental tasks and coordinate the activities of multiple groups or organizations to meet dynamic workload demands and strict deadlines.
+ Technical Proficiency: Effectively leverage technical systems, tools, software, and online platforms to enhance programmatic efficiency and automation.
+ Strategic Alignment: Continuously align day-to-day practices and programmatic functions with UDOT's Vision, Mission, and Strategic Goals.
+ Documentation: Compose high-quality reports, official documents, and professional program collateral for executive and public dissemination.

Here is some information of which you should be aware:Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc. Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work. Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
