Role Summary:
The Lead, Pre-construction & Cost Controls Manager is responsible for implementing, managing, and maintaining cost control systems for a Rivian facility project in Atlanta. In this role, you will use existing workflows while also creating new workflows to ensure project estimates and costs are recorded and tracked per Rivian standards. The Pre-construction Manager will assist in preparing cost estimates and perform quantity takeoffs. The role shall support the project team by using historical cost data, market trends, quotes and any other means to ensure cost accuracy.
Responsibilities:
Develop project estimates using first-principles methodology, considering materials, labor, and unique site conditions.
Establish and maintain project cost controls and change management processes to support project management throughout the project lifecycle.
Design and document cost and change control procedures, ensuring compliance with contractual requirements for vendor agreements.
Maintain accurate cost tracking by enforcing vendor and owner cost reporting standards from project initiation to completion.
Conduct cost analysis and benchmarking studies to inform project decisions from inception through closeout.
Research market trends and conditions for both domestic and international projects to enhance cost forecasting accuracy.
Develop strategies to ensure contract agreements align with current market trends and industry best practices.
Provide conceptual, programmatic, and detailed cost estimates, incorporating unit cost analysis and benchmarking data.
Implement estimating tools and processes that generate detailed reports based on site conditions and design specifications.
Identify and propose value engineering opportunities with associated cost savings to optimize project budgets.
Assess and mitigate project risks.
Compile and analyze early-phase project data from real estate, design, and construction teams, identifying data gaps and conducting necessary research.
Review contractor bids to verify accuracy, ensure compliance with standard formats, and request subcontractor breakdowns as needed.
Enforce bid submission and change order requirements while supporting procurement teams in negotiating unit prices and fees based on data models.
Support the implementation of key business processes related to project management, cost forecasting, reporting, change management, and financial controls.
Provide training and support to partner vendors on cost management processes throughout the project lifecycle.
Qualifications:
Any combination of education and experience equivalent to a bachelor's degree in Construction Management, Engineering, Architecture or a related subject and a minimum of 5 years of increasingly responsible construction estimating experience
Excellent oral and written communication skills; must be able to communicate between internal Design, Real Estate, ME and Construction teams, and external contractors. Able to build and maintain strong working relationships
Quantity takeoff skill. Able to quantify projects both at a high level or perform a detailed takeoff if needed
Strong attention to detail; able to thoroughly review plans, contractor estimates, and scopes of work
Capable of independent action with minimal direction ; can determine daily actions based on high level team goals
Highly effective negotiation skills
Thorough understanding of construction administration processes, including contracts, budgets, construction documents, change orders, schedules, RFIs, submittals, and material procurement.
Proficient in the use of standard business software applications (MS Word, Excel, Outlook, Google suite, ACC, Bluebeam)
Proficient time management and organization skills
While performing the duties of this job, the employee regularly works in an office environment. However, there are occasions when duties require a presence on-site at the construction work site where the employee is exposed to moving mechanical parts, high precarious places, fumes or airborne particles, outside weather conditions and risk of electrical shock. The noise in these work environments is usually moderate to very loud.
Performance of the required duties will occasionally require physical ability to climb permanent and temporary stairs, ability to climb ladders and negotiate work areas under construction.
