Job Description

Under the direction of a Senior Landscape Architect, Caltrans, the Landscape Associate will serve as the Contract Manager (CM), Vegetation Management Program. The CM works with Landscape Specialists, Environmental Planners, Geographical Information Specialists, District Maintenance Staff, and Tree Crews to initiate, prepare, oversee, and inspect the service contracts, which includes fuel reduction service contracts, irrigation service contracts, and potential grant-related projects. The CM also works with the maintenance team to schedule, direct, and monitor contractors' work.

With detailed knowledge of vegetation, ecology, methods and equipment used in highway landscape maintenance, roadside vegetation and irrigation assets management, and Caltrans maintenance practices, the Contract Manager will oversee a portfolio of contracts required to accomplish for fuel reduction and landscape health within the region.

While at their base of operation, the incumbent will work in a climate-controlled environment in an office building or field office with artificial lighting. Travel throughout District 11, which includes San Diego and Imperial County, for contract inspection and field reviews are necessary. While in the field, the incumbent may be exposed to dirt, noise, graphic conditions, dust, chemicals, uneven surfaces, various weather conditions, and in close proximity to traffic. All safety policies must be adhered to. The position
may be subject to irregular work shifts.

For Range D classification, the incumbent must possess a valid certificate of registration as a Landscape Architect issued by the California Architects Board-Landscape Architects Technical Committee. Possession of a valid driver's license is required when operating a State owned or leased vehicle.

The SOQ is a discussion of how an applicant's education, training, experience, and skills meet the criteria in the duty statement and qualify the applicant for this position.Failure to include and complete the SOQ as instructed may not be considered and may result in disqualification for the interview. The SOQ must follow the number format, must respond to the criteria below, must not exceed two pages in length, and be typed in size 11 Arial font. Provide examples of your experience using Microsoft (MS) Office Software Suite (Word, Excel, PowerPoint, Outlook, etc.), with Geographic Information System (GIS), and the ability to adapt to new specific software tools. Provide examples of your experience with contract management and project inspection, including developing estimates, preparing Invitation For Bid (IFB) packages, conducting construction inspections, and ensuring project completion. Explain how you manage the contracts to stay within the established timelines and budget frameworks. Describe your experience with written and verbal communication to management, staff, and stakeholders, including examples of developing reports, technical papers, estimates, and project diaries. Provide examples of your experience analyzing and interpreting data and reports to identify needs, recommend corrective measures, and prepare documentation. Include your experience comparing and reconciling data from multiple sources and databases to prepare accurate reports and recommendations, assessing the anticipated impacts to maximize program effectiveness, and your ability to simultaneously work on several assignments and meet deadlines.
