Job Description


The City of Pleasanton is seeking a detail-oriented and analytical Laboratory Services Specialist with great communication skills. The position will perform in-house laboratory analyses and manage the use of outside laboratory testing to confirm water quality standards are met and to provide early warning of potential problems to appropriate operational staff.

The ideal candidate will posses the knowledge of chemical, bacteriological, and physical laboratory testing methods and procedures, including sampling techniques and qualitative and quantitative analyses.

Typical Duties

  • Develops, carries out, and maintains quality assurance program for field and laboratory instrumentation and analysis. Ensures adherence to safe work practices and procedures.
  • Performs a variety of chemical, bacteriological, and physical tests and procedures to ensure water and wastewater quality standards are maintained. Analyzes, interprets, records and prepares reports on the results. Recognizes problems that may be impacting water quality and consults with appropriate operations staff to resolve.
  • Prepares standard chemical solutions and reagents for laboratory and operations. Disposes of outdated materials in a safe manner. Cleans glassware and equipment and ensures that the laboratory is maintained in a clean and orderly condition. Manages calibration and maintenance of a variety of laboratory and field monitoring and sampling equipment.
  • Provides laboratory support services to ensure compliance with applicable water quality control standards and regulations. Compiles and prepares various reports and records related to water quality regulatory monitoring and special projects including those required by state and federal agencies. Recommends corrective actions to appropriate operational staff when required.
  • Responds to public inquiries and complaints regarding water quality. Performs necessary and/or required tests to identify and recommend measures to correct any problems found.
Minimum Qualifications

Education/Experience
Any combination of education and experience that would provide the knowledge, skills and abilities required to perform the essential duties of the job.
A typical way to accomplish this includes:
Graduation from an accredited college with a bachelor\'s degree including major course work in chemistry or a closely related field and three (3) years of relevant work experience.

License
Possession of a valid Class C California Driver License.

Other Requirements

Possession of a Laboratory Analyst/Water Quality Analyst Certificate from the California Water Environment Association (CWEA) or the California-Nevada Section of the American Water Works Association (AWWA) is highly desired.

Knowledge of: * Principles and practices of administration, budget development, and quality assurance.
  • Chemical, bacteriological, and physical laboratory testing methods and procedures, including sampling techniques and qualitative and quantitative analyses.
  • Care and maintenance of laboratory and field monitoring equipment.
  • Recordkeeping and technical report writing principles and practices. Computer applications related to the work.
  • Applicable local, state, and federal laws, regulations, codes, policies, and procedures.
Skill to:
  • Evaluate, plan, and monitor a laboratory services program.
  • Perform and analyze water quality tests, summarize results and present in an effective manner, identify pertinent issues, and recommend appropriate course of actions with operational and management staff.
  • Prepare water quality compliance reports for state and federal agencies.
Manage, plan, and perform water quality related programs required by state and federal agencies. * Interpret, apply, and explain complex laws, codes, regulations, and ordinances. Effectively represent the City in meetings with professional, regulatory, legislative, and governmental agencies.
  • Train others in water sampling and testing procedures.
  • Operate and maintain lab analysis equipment and personal computer.
  • Make sound, independent decisions in day-to-day activities, during special programs and projects, and in emergency situations.
