Position Summary:



Assist in the administration of the laboratory department. Coordinate a wide variety of administrative, fiscal, and technical activities to ensure efficient operations of all clinical laboratories.

Position Accountabilities:



Consult with and keep administration and Laboratory Director informed of activities, needs, and problems. Organize, direct, and supervise functions and activities of pathology/laboratory office. Establish and implement policies and procedures to achieve department objectives. Carry out fiscal responsibilities: Prepare department budgets (operating, equipment, personnel, and modernization/capital expenditure) and submit for approval. Monitor budgets to ensure department is operating within allocated funds. Coordinate ordering and receiving of supplies for the laboratories. Monitor revenue reports. Review rates and procedure codes. Perform cost analyses on equipment purchases, reagents, rental agreements, lease, purchase, etc. Ensure adequate scheduling and submission of payroll for laboratory staff. Monitor and justify variances in all expense categories in each laboratory. Supervise the processing, billing, and charging of outside laboratory tests. Supervise and ensure efficient functioning of laboratory computer system and staff. Provide counsel and recommendations to supervisors and technologists regarding personnel-related problems, ensuring adherence to hospital policies. Direct and supervise laboratory staff. Select and re recommend or initiate personnel actions such as merit increases, promotions, transfers, disciplinary action, and termination. Maintain personnel records of all laboratory personnel. May assist in evaluation of supervisory/section heads. Serve as a resource to administrative and supervisory staff in management and problem solving. Address complaints regarding laboratory functions (administrative and clinical) and work with supervisory staff to resolve them. Coordinate data relative to accreditation requirements. Design lab requisitions; coordinate improvements in laboratory reporting system; and serve as a liaison with data processing system as it pertains to clinical laboratories. Coordinate the integration of pathology residents, fellows, and students into laboratory teaching programs. Assist in communicating the availability of new laboratory functions throughout the hospital. Participate in special projects and/or assignments. Assist in short and long-range planning for the laboratory. Participate in decisions regarding new laboratory tests. Assist in making decisions regarding consolidation of satellite laboratories with out laboratories. Undertake special projects as assigned. Maintain established hospital and department policies, procedures, objectives, quality assurance, safety, environmental, and infection control and compliance with requirements of accreditation and regulatory agencies. Maintain all required records, reports, statistics, logs, files, etc. Assist with care and maintenance of department equipment and supplies. Develop inventory system. Effect cost control measures in utilization of department supplies, materials, and equipment. Attend and participate in administrative and other meetings as required. Participate on committees as required/requested. Maintain professional growth and development through seminars, workshops, outside conferences, professional affiliations. Perform other duties as directed/required.

POSITION QUALIFICATIONS:



Minimum Education

Doctoral degree, master's degree, or bachelor's degree in a chemical, physical, biological science, clinical laboratory science, or medical technology from an accredited institution.

Experience:

Two years testing experience in a clinical laboratory.

Certification/Registration

Registration as a Medical Technologist or Clinical Laboratory Scientist by ASCP or equivalent.

BLS

Skills

Proven managerial skills, knowledge of budget preparation and monitoring, accreditation requirements.

Ability to coordinate operations of large, technical, and office support staff.

The ability to maintain cooperative working relationships with many departments as well as the community and outside agencies.

Working Conditions:

Mostly sedentary, subject to interruptions, occasional prolonged standing and walking.
