JOB DESCRIPTION TITLE: Juvenile Register DEPARTMENT: Clerk\xe2\x80\x99s Office REPORTS TO: County Clerk PAY GRADE: 5 SUMMARY Under the supervision of the County Clerk, creates, processes and maintains case files for Delinquency Cases, Neglect/Abuse Cases and Adoptions for the Family Division of the Circuit Court. Responsible for support services including maintaining case files and scheduling and noticing hearings, pre-trials and trials. Performs accounting duties for the Family/Juvenile Division, serves as Court Clerk for the Family Division; generates Court Orders and other documents and performs related functions as prescribed by law. Processes and maintains records of the Child Care Fund. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES Requirements include the following:

  • High school diploma supplemented by college or vocational coursework in office management and two years of progressively more responsible experience in case processing or administrative support in a court or legal setting.
  • The County, at its discretion, may consider an alternative combination of formal education and work experience.
  • Certified Electronic Operator.
  • Knowledge of basic court proceedings and the State of Michigan Court system, court procedures, practices and statutes, analyzing and researching statues and case law, preparing and interpreting legal documents, and maintaining files.

  • Ability to maintain office confidentiality.
  • Skill in proofreading, reviewing forms, documents, preparing transcripts, and reports.
  • Skill in assembling and analyzing data and preparing comprehensive and accurate reports.
  • Skill in effectively communicating ideas and concepts orally and in writing.
  • Demonstrated ability to maintain professional integrity and respect for victims, witnesses, and families, including the ability to effectively meet and deal with the public.
  • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with County employees, contractors to the County, representatives of other governmental units, professional contacts, elected officials, courts and the public.
  • Ability to assess situations, solve problems, work effectively under stress, within deadlines, and in emergency situations.
  • Skill in the use of office equipment and technology, including Microsoft Suite applications and court-related software, and the ability to master new technologies.
ESSENTIAL DUTIES AND RESPONSIBILITIES This list may not be inclusive of the total scope of job functions to be performed. Duties and responsibilities may be added, deleted, or modified at any time. 1. Acts as Clerk of the Court for all Family Division/Juvenile hearings such as preliminary hearings, adjudications, dispositions, probation violations, review hearings, permanency planning, and parental rights termination hearings. Opens Court and swears in witnesses. Prepares appropriate orders from each hearing. Sends orders and notices. 2. Acts as Clerk of the Court for all Family Division/Juvenile bench trials and/or jury trials. Opens court and swears in witnesses, administers oaths to prospective jurors, draws names for the prospective jurors, and keeps a record of all Court actions including maintaining records of exhibits and the exhibits themselves. Maintains records of jurors\xe2\x80\x99 appearances for payment purposes. Creates orders resulting from hearings. 3. Responsible for setting up and maintaining all Circuit Court/Juvenile Division case files. This includes ensuring that petitions, orders, summons and other documents are prepared and noticed in a timely manner as required by the Juvenile Code. 4. Prepares for Judges/Referees to review court orders including juvenile delinquency, neglect/abuse, adoptions, parental release and parental waiver. In delinquency files, 2 prepares orders for fingerprints from the Manistee County Sheriff\xe2\x80\x99s Department if they are not in the file. 5. Serves as receptionist for the Family Division, including greeting callers and visitors, ascertaining the nature of their business, responding to general inquiries and/or directing them to the proper individual or agency. May assist Family Division staff with various clerical and bookkeeping duties. Answers inquiries regarding Court files, that may involve researching records. 6. Schedules Court hearings including bench or jury trials for the appropriate Family Court Judge or Circuit Judge, Referees and the Director of Youth Services. Prepares summonses to appear for service, Orders for Publication and Notice of Hearing for the appropriate parties according to statute. Tracks progress of neglect/abuse cases to assure hearings are scheduled according to the statute time guide. 7. Serves on-call for emergency removal hearings to remove children from dangerous situations. 8. Maintains Family/Juvenile Division case files. Scans pleadings and prepares and updates an index for each file. Reviews files prior to Court hearings to ensure that necessary papers for proceedings have been filed. Abides by Michigan Trial Court Guidelines and Retention Schedules. 9. Assists attorneys, prosecutors, Friend of the Court staff, Juvenile Division staff and the public with inquires regarding court procedures, scheduling, specific case information, reimbursements and other matters. 10. Prepares files for transfer to the Court of Appeals and the Supreme Court. Copies files to be sent to the Appellate Attorney when requested by their office. 11. Prepares abstracts of juvenile traffic convictions and submits them to the Secretary of State\xe2\x80\x99s Office. Prepares criminal history reports and submits them to the Michigan State Police. 12. Maintains statistics as required by the State Court Administrative Office. Prepares caseload reports for SCAO and a wide variety of other reports that document the performance of the Court. 13. Responds to inquiries of victims regarding Court scheduling, procedures and related matters. 14. Tracks placement of all minors placed outside their home and makes appropriate entries on the computer for same. 15. Performs accounting duties for Juvenile Division/Family Court. Inputs budget information on the JIS software, creates vouchers for payment of incoming bills, and 3 processes voucher payments on the computer. Creates the monthly Child Care Fund Report and submits to the Department of Health and Human Services for reimbursement to the court. Posts, balances, audits revenues and disbursements of money received from the Juvenile Court clients. 16. Prepares financial orders and posts the same to the computer system. Monitors Child Care Fund bills that have been vouchered and charges the client\xe2\x80\x99s account for reimbursement to the Court. Receipts money received for child care, restitution, court costs and attorney fees. 17. Generates accounts receivable statements monthly and mails them. Receives payments and enters them on the computer. Deposits money to the Treasurer\xe2\x80\x99s Office. Acts as a collection clerk on all delinquent accounts by sending delinquent letters, scheduling and presenting show cause hearings, issuing bench warrants and issuing orders for assignment of wages. 18. Develops and implements changes in court procedures to comply with new legislation. 19. Clerks for the Circuit Court or Friend of the Court as needed. Serves as a Court Recorder for Referee hearings and occasionally for Judges. 20. Attend workshops and reviews published materials to stay abreast of changes in duties and legal requirements. 21. Assists in the duties of the County Clerk\xe2\x80\x99s Office as necessary. Performs election work, vital records, and general information pertaining to marriage requirements, CPL information and Circuit Court case files. 22. Performs other duties as required.
