Position Summary:



The Propane Jurisdictional System Manager is responsible for overseeing all operations related to Jurisdictional Propane Systems in accordance with federal and state regulations, including the Pipeline and Hazardous Materials Safety Administration (PHMSA) and Maine Public Utilities Commission (MPUC) requirements. This position ensures compliance with Operator Qualification (OQ) standards, manages personnel and contractors, oversees system safety and maintenance, and ensures safe and efficient propane distribution within jurisdictional systems.

Key Responsibilities:



Regulatory Compliance:

Ensure full compliance with federal pipeline safety regulations and Maine-specific OQ requirements for jurisdictional propane systems. Maintain and update OQ documentation and training records according to PHMSA and MPUC guidelines. Interface with regulatory agencies during audits, inspections, and incident investigations.

Jurisdictional Plan Management:

Ensure daily operations align with the company's Jurisdictional Propane System Management Plan and all associated procedures. Review and update the Jurisdictional Plan and operating procedures as system changes occur or regulatory requirements evolve. Coordinate with internal departments and field personnel to implement procedural updates and verify adherence. Maintain documentation and revision history for all changes to the Jurisdictional Plan, ensuring compliance with recordkeeping requirements.

Operator Qualification (OQ):

Ensure all personnel and contractors performing covered tasks are OQ certified, and their credentials are current. Coordinate OQ training, evaluations, and documentation for applicable employees. Maintain up-to-date knowledge of OQ rule changes and implement necessary updates to internal procedures.

System Operations & Maintenance:

Oversee day-to-day operations of jurisdictional propane systems, including system start-up, shutdown, maintenance, and emergency response. Ensure timely leak surveys, cathodic protection testing, regulator inspections, and other required activities. Review and approve all engineering changes and work on jurisdictional systems.

Safety & Emergency Response:

Develop and implement safety and emergency response plans for jurisdictional propane systems. Conduct emergency drills and ensure all personnel are trained in emergency procedures. Serve as the point of contact for incidents and ensure timely reporting and corrective actions.

Team Leadership & Training:

Supervise field technicians and ensure compliance with OQ, safety, and operational protocols. Conduct routine field audits, inspections, and ride-along to monitor quality of work and adherence to standards. Mentor and train new employees on jurisdictional system operations and compliance. Arrange and conduct annual training to first responders that are based within our operational areas.

Documentation & Reporting:

Maintain accurate records of inspections, testing, maintenance, incidents, and training. Submit required reports to regulatory agencies in a timely manner. Participate in internal audits and continuous improvement initiatives.

Working Conditions:



This position requires a combination of office-based administrative responsibilities and on-site field work.

Office Work:

Regular duties include compliance documentation, regulatory reporting, procedure updates, training coordination, and communication with internal departments and regulatory agencies. This portion of the role is typically performed in an office environment with standard business hours.

Field Work:


The role also involves travel to propane jurisdictional system sites for inspections, audits, field training, emergency response, and oversight of operations. Field work may occur in varying weather conditions and occasionally during nights or weekends in response to system events.

Physical Requirements:


Must be able to lift and carry up to 50 lbs., walk across uneven terrain, and safely operate tools and equipment. A valid driver's license and reliable transportation required.

Required to be on call for emergency response.

Qualifications:

Required:

High school diploma or GED; associate or bachelor's degree in a related field preferred. Minimum of 5 years of propane or natural gas industry experience, with at least 2 years in a regulatory or jurisdictional role. Strong understanding of 49 CFR Parts 191 and 192 regulations and state-level OQ requirements for the State of Maine as well as NFPA 58. Certified under an approved OQ program or ability to obtain certification within 90 days. State of Maine Propane Tank Setter and and Appliance Connection License. Valid driver's license and ability to travel within the state. Proficiency in Microsoft Office and industry-specific compliance software.

Preferred:

Prior experience managing a propane jurisdictional system. Knowledge of cathodic protection, pressure regulation, odorization, and leak detection systems. Experience working with regulatory agencies such as PHMSA, MPUC, or equivalent.
