ABOUT THE ROLE
Under direct supervision of the Financial Program Manager, the Junior Financial Analyst is responsible for processing Accounts Receivable (AR) transactions for multiple entities, including Metropolitan Transportation Commission (MTC), Association of Bay Area Governments (ABAG), Bay Area Toll Authority (BATA), Bay Area Headquarters Authority (BAHA), Bay Area Infrastructure Finance Authority (BAIFA), Bay Area Housing Finance Authority (BAHFA), Finance Authority for Nonprofit Corporations (FAN), Service Authority for Freeways and Expressways (SAFE), and San Francisco Bay Restoration Authority (SFBRA), in compliance with government regulations and MTC policies and procedures. The role involves processing and verifying payments, preparing journal entries, reconciling accounts and supporting the organization's annual financial audit. The role also requires developing and maintaining standard operation procedures (SOP) for cash receipts process. ESSENTIAL DUTIES & RESPONSIBILITIES

Payment Processing
: Accurately process and apply all incoming payments including checks, electronic transfers, and wires for all entities: ABAG, MTC, BATA, BAHA, BAIFA, BAFHA, FAN, SAFE, and SFBRA.
Journal Entries
: Prepare and post accurate and timely journal entries for all cash receipts and related transactions and perform monthly adjusting/closing entries.
Daily Reconciliation
: Perform daily reconciliations to ensure that all cash receipts match bank deposits and system records.
Monthly Reconciliation
: Conduct monthly bank reconciliations to ensure the accuracy of all cash balances.
Issue Resolution
: Investigate and resolve payment discrepancies, unapplied receipts, and billing issues with the Accounts Receivable team.
Aging Analysis
: Generate and review accounts receivable aging schedules to monitor outstanding balances and aid in collections.
System Implementation
: Participate in the testing, validation, and implementation of new financial software.
Process Documentation
: Document cash receipts processes and standard operating procedures (SOPs) for the new system.
Annual Audit Support
: Assist with the annual audit by preparing all required documentation and providing explanations on all cash receipt transactions to the auditors.
Record Maintenance
: Maintain organized and accurate financial records, both physical and electronic, for auditing and reporting purposes.
Interdepartmental Collaboration
: Collaborate with cross-functional teams to resolve system integration issues and improve financial processes.
QUALIFICATIONS

MINIMUM QUALIFICATIONS
Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities listed. A typical way to obtain the required qualifications would be:
Equivalent to completion of the twelfth (12th) grade, supplemented by college level coursework in accounting, finance, business or public administration, or a related field and one (1) year of professional level accounting or financial analysis experience or three (3) years of increasingly responsible clerical and/or technical experience in the preparation, maintenance, and processing of financial records including accounts payable, accounts receivable payroll, cash, revenue, or other related experience.
PREFERRED QUALIFICATIONS
Education
: Associate degree (or higher) in accounting, finance, or a related field from an accredited institution.
Experience
: At least three (3) years of professional-level experience in accounting, finance, or financial analysis.

THIS TEMPORARY FULL-TIME POSITION IS ELIGIBLE FOR SPECIFIC TIER 2 BENEFITS AS FOLLOWS
Enrollment in CalPERS pension which requires a contribution from both the employer and you. Your contribution rate will be determined by CalPERS. The current contribution rate for PEPRA members is 7.25% and for Classic members the contribution rate is 7.004% of eligible earnings (as a pre-tax deduction).
Enrollment in CalPERS medical insurance with MTC covering 95.00% of the premium and you contributing 5.00% (as a pre-tax deduction) or you may waive medical insurance enrollment with proof of alternative medical coverage.
MTC provided public transit subsidy of up to $325 per month in accordance with MTC's public transit program.
Accrual of 8 hours of sick leave per month.
Holidays off with pay when MTC officially closes for an observed holiday. You will also receive one floating holiday to be used for a culturally significant event in recognition that "official" holidays are not fully inclusive of various cultures and traditions.
No vacation will be accrued while you are filling this temporary assignment.
The above is the full extent of benefits provided while in this Temporary Tier 2 employment status.

Public Employees Retirement System (PERS); employee contributes a portion of gross salary on a pre-tax basis.
+ MTC is subject to California Pension Reform and as of January 1, 2013, will offer two pension plans. The plan that the employee will be enrolled in is based on the individual's historical pension plan membership. HR will discuss this directly with all final candidates. Health Insurance through the Public Employees' Retirement System (premiums are shared between agency and employee).
