The JJYS Internal Review Program Administrator is responsible for the comprehensive oversight and administration of the agency's internal review processes. This includes supervising a team of internal review auditors, directing and conducting investigations into critical incidents, and leading facility and program reviews to ensure compliance with statute, policies, procedures, and best practices. A key component of this role is the management and oversight of the Incident Report system, ensuring timely, accurate, and thorough documentation and follow-up on all reported incidents.
Roles and Responsibilities
Oversee and, when necessary, personally conduct thorough and impartial investigations into critical incidents, allegations of misconduct, and policy violations.
Develop investigation plans, gather evidence, interview witnesses, and analyze findings to determine facts and make recommendations.
Ensure all investigations are conducted in accordance with established protocols, legal requirements, and agency policies.
Prepare comprehensive and well-documented investigation reports, including findings, conclusions, and recommended corrective actions.
Oversee and conduct routine and ad-hoc reviews of JJYS facilities and programs to assess compliance with agency standards, state and federal regulations, and accreditation requirements.
Develop and implement review methodologies, checklists, and reporting templates.
Identify areas of non-compliance, operational inefficiencies, and potential risks, and provide actionable findings and recommendations for improvement.
Collaborate with facility and program leadership to develop and monitor corrective action plans.
Administer and manage the agency's Incident Report system, ensuring the accurate and timely entry, tracking, and resolution of all reported incidents.
Develop and implement policies and procedures for incident reporting, review, and follow-up.
Analyze incident data to identify trends, systemic issues, and areas requiring targeted intervention.
Generate regular reports on incident statistics and trends for agency leadership.
Contribute to the development, revision, and implementation of agency policies and procedures related to internal reviews, investigations, and incident management.
Ensure policies are current, compliant, and effectively communicated to all staff.
Collaborate with various internal departments, legal counsel, and external agencies as necessary during investigations and reviews.
Communicate findings and recommendations clearly and effectively, both verbally and in writing, to all relevant stakeholders.
Represent the agency in meetings, hearings, and other forums related to internal review matters.
Minimum Requirements
Minimum of 4 years of experience in investigations, auditing, program review, or a related oversight capacity, preferably within a corrections, juvenile justice, or governmental setting.
Minimum of 2 years of supervisory experience.
Demonstrated knowledge of investigative techniques, principles of due process, and report writing.
Strong understanding of juvenile justice principles, practices, and relevant laws/regulations.
Proficiency in data analysis and experience with incident management systems.
Excellent written and verbal communication skills, with the ability to present complex information clearly and concisely.
Strong analytical, problem-solving, and decision-making abilities.
Ability to maintain confidentiality and exercise sound judgment in sensitive situations.
Proficiency in standard office software (e.g., Microsoft Office Suite).
Preference
May be given to current DHHS employees.
May be given to those that hold a Bachelor's degree in criminal justice, public administration, social work, or a related field.
