Duties

As an IT Specialist, you will perform the following duties:
  • Overseeing these systems engineering tasks and software development conducted by contractors and other parties engaged by the SNSS program office. (This position does not include hands-on software development.)
  • Conducting research and tasks related to development, operations and evolution of radio frequency management software systems, data standards, and corresponding radio frequency management policy, regulation and business processes.
  • Establishing and executing processes for software development, testing, deployment, operations, security, risk management, quality management, configuration management, change management, and ensure compliance with established processes.
  • Conducting program management including cost, schedule, scope, risk, quality, and communication management. Monitor tasks, and track and evaluate contract deliverables. Support development of acquisition package deliverables and acquisition activities needed for NTIA to meet spectrum IT system objectives.
  • Collaborating with and providing expert technical and program management advice to stakeholders in NTIA, the Department of Commerce, and external U.S. government agencies to achieve NTIA objectives.
  • Overseeing agile systems development activities, and conducting systems engineering tasks including requirements definition and elaboration, design, test, deployment, and operations.
  • Guiding development and execution of NTIA Spectrum IT Systems projects.

Qualifications


Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). To qualify at the GS-13 Level-

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service.

  • Utilize project management software tools to ensure projects are kept on schedule and within budget.
  • Advise in the development and implementation of automated spectrum management tools, products, and capabilities.
  • Establishing an effective working relationship with operating units, departmental entities, stakeholders, and others associated with the design, implementation, operation, and maintenance of IT systems.
  • Assisting in the development of acquisition documentation such as Performance Work Statements (PWS) and Statements of Work (SOWs) for the acquisition of IT systems, equipment, and services.

To qualify at the GS-14 Level-

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:

  • Providing electromagnetic spectrum-related technical input to IT software projects and acquisitions.
  • Directing IT projects to ensure established milestones and budget goals.
  • Developing Spectrum Information System testing strategies, plans, or scenarios.
  • Providing presentations or briefings on all aspects of a project and understand the organizational mission and corporate direction.
