Are you a strategic IT leader ready to make a statewide impact? The North Carolina Department of Information Technology (NCDIT) is seeking an experienced and forward-thinking IT Solutions Development Manager to lead application development, project delivery, and portfolio management across the following optimized agencies: the Department of Administration (NCDOA), the Department of Military and Veterans Affairs (NCDMVA), and the State Ethics Commission. This pivotal role will drive innovation and ensure that technology solutions align with both agency-specific missions and broader statewide IT strategies while upholding enterprise architecture and cybersecurity standards.
This role reports to the Agency CIO and serves as a key advisor and backup in the CIO's absence. The manager leads a team of developers, analysts, and contractors, and collaborates with internal stakeholders, the NCDIT Enterprise Project Management Office (EPMO), and external vendors to deliver secure, scalable, and innovative technology solutions.
Key Responsibilities:

  • Lead and manage software developers and contractors to ensure timely and high-quality delivery of solutions
  • Oversee the full development lifecycle, including specification, workflow analysis, diagramming, data modeling, documentation, quality assurance, and deployment to pre-production and production environments
  • Manage the software portfolio, collaborating with the Applications Operations Specialist to review and maintain records in the department's portfolio management database
  • Lead software procurement activities, including vendor engagement, contract oversight, and strategic planning for software needs
  • Establish and enforce operational standards for the development team to ensure consistency, security, and performance
  • Analyze business functions and system requirements to design, implement, and support data management solutions that align with business objectives
  • Serve as a technology expert, maintaining a deep understanding of departmental systems and coordinating with other departments and software vendors
  • Backup and Assistant to the agency Chief Information Officer (CIO), ensuring continuity of operations during critical incidents

Under the leadership of the North Carolina Department of Information Technology (NCDIT), the Department of Administration (NCDOA), Department of Military and Veterans Affairs (NCDMVA), and the State Ethics Commission operate as optimized agencies. This structure enables centralized IT governance, strategic alignment, and shared services across these entities. NCDIT provides enterprise-level support and oversight, ensuring that each agency benefits from secure, scalable, and cost-effective technology solutions tailored to their unique missions while maintaining compliance with statewide standards.

Knowledge Skills and Abilities/Management Preferences
The following Management Preferences are not required, but applicants that possess these skills are preferred:
  • Leadership in Agile application development lifecycle and DevOps practices
  • Experience with IT procurement, vendor management, cybersecurity and strategic technology planning
  • Experience translating business needs into technical solutions and managing cross-functional teams

Minimum Education and Experience

Bachelor's degree in computer science or an IT related field or other related technical degree from an appropriately accredited institution and six years progressive experience including at least three years of experience in supervisory capacity;
or
Associate degree in computer science or an IT related field or other related technical degree from an appropriately accredited institution and seven years progressive experience including at least three years of experience in supervisory capacity; or an equivalent combination of education and experience.
