Under limited direction, responsible for providing strategic leadership for the secure integration, transition, and governance of information systems across multiple DOE sites. This position ensures that system transitions, operational changes, and technology integrations are executed in a manner that maintains regulatory compliance, contractual alignment, and operational integrity. The role bridges executive strategy, technical execution, and governance oversight, with direct accountability for staff leadership, multi-site coordination, and enterprise-level risk management. The specific work assignment may include duties or activities that assist and support management in one or more functional areas, in addition to other duties as assigned.
Functional:
Provides strategic leadership for information system transition and integration activities across Paducah and Portsmouth sites, ensuring continuity of operations and regulatory compliance.
Develops and executes multi-site integration and transition strategies, including process mapping, gap analysis, and long-range planning aligned with contractual and mission requirements.
Leads and manages a team of professional staff, including work planning, performance management, coaching, and development of direct reports.
Establishes and enforces governance frameworks, policies, and procedures to ensure compliance with applicable laws, regulations, contracts, and DOE requirements.
Identifies enterprise-level technical, operational, and compliance risks associated with system transitions and directs development of mitigation strategies.
Oversees knowledge transfer, documentation standards, and training activities to ensure operational readiness and sustainability of integrated systems.
Serves as the primary liaison between site leadership, technical organizations, compliance functions, and external stakeholders to align expectations and resolve issues.
Directs internal reviews, assessments, and audit preparation activities to verify compliance, security posture, and documentation integrity.
Provides regular reporting and strategic recommendations to senior leadership regarding transition progress, risk posture, and compliance status.

Minimum Requirements:
Bachelor's Degree in Information Technology, Information Systems, Computer Science, Engineering, or a related field, or an equivalent combination of education and experience.
Minimum of 8 years of progressive experience in IT systems, infrastructure, or technical program management within regulated environments.
Minimum of 3 years of experience in a leadership or supervisory role, including responsibility for directing staff or leading teams.
* Preferred certification includes Project Management Professional (PMP) or Certified Information Systems Auditor (CISA).
