The department strives to provide its solutions and consultative services in a cost-effective, timely, and high-quality fashion to reduce service times, avoid inflated costs, reduce information security risk, and improve the quality of County services through automation-assisted process improvement.

POSITION DESCRIPTION SUMMARY

The IT Expert position in the TEBS Office of Digital Transformation is a full-time merit position responsible for outcomes on the Data Innovation Team. This position will serve as the Lead Data Scientist/Analyst facilitating, developing, analyzing, leading, improving and sharing (via data visualization) data-driven metrics that would improve operational efficiency and development transformational insights. This role involves collaborating within the Office of Digital Transformation, across county departments.

The employee in this position be part of the Data Innovation & Analytics team, develop and optimize operational and strategic metrics, dashboards, reports, monitor and innovate operations to digitally transform and continuously improve.

Major Duties

  • Leads and works collaboratively within the Office of Digital Transformation and across TEBS in utilizing a human-centered approach to maximizing four key strategies:
  • 1) Improve Workflow efficiency, 2) Optimize Data Infrastructure, 3) Modernize Technology and 4) Enhance Knowledge and Skills.
  • Monitors, in collaboration with the Chief Digital Officer, effectiveness of strategies and operational metrics to ensure optimal value to the business, modifying or operationalizing new metrics, dashboards and products as needed.
  • Incorporates a human-centered approach and innovation thinking to identify opportunities for enhanced productivity and efficiency (ie...Lean Six Sigma) in discrete and/or cross-functional programs and operations by collecting, analyzing and interpreting a diverse range of data and information from County departments, information systems and other sources.
  • Designs visualizations using Business Intelligence Tools (ie...PowerBI) and shares operational data used to measure, monitor and innovate operations, digitally transform and continuously improve.
  • Creates, maintains, and ensures quality assurance of datasets, reports, and metrics within the Office of Digital Transformation and TEBS.
  • Leads special projects and analyses to digitally transform, measure and continuously operational performance and sharing of complex analyses and information to department and division managers.
  • Develops staff in data science knowledge, skills, techniques, tools and methods (ie...PowerBI, DAX (Data Analysis eXpression Language, Excel, Lean Six Sigma)
  • Reviews completed work of less experienced ODT performance management and data analyst staff when required.

Minimum Qualifications

Required Experience:

Six (6) years of professional experience performing Business & Data Analysis, Business Strategy & Process Improvement, Data Visualization or performing in a complex business data analytics environment.

Educational Requirements:

Master\'s Degree. Focus in Business Administration, Statistics, Mathematics, Computer Science, Information Technology or related field.
Equivalency: An equivalent combination of education and experience may be substituted.
Preferred Criteria

There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:
  • Working cross-functionally, executing a plan with designed outcomes and sharing visualization of data
  • Collaborating with Senior Management in optimizing business value, modifying and operationalizing new metrics, dashboards and products
  • Hands-on experience in Business Intelligence Tools (ie...PowerBI) and sharing data with Senior Management
