As an IT Business Partner specializing in Data Quality & Training, you will play a key role in advancing the City's commitment to data-driven decision-making and continuous improvement. This position focuses on strengthening the digital capabilities of all City departments through targeted technical training, data quality initiatives, and the development of purposeful data dashboards. You will advise Service Centers with the goal of improving their business operations.
You will assess departmental needs, identify skill gaps, and develop training programs that empower employees to use technology effectively and confidently. In addition, you will promote the use of accurate, high-quality data standards, tools and best practices to inform operations, measure performance, and align departmental outcomes with the City's GPS Strategic Plan.
As the new IT Business Partner you will serve as a bridge between technology and operations, ensuring that every member of Team Savannah is equipped with the knowledge, tools, and data insights needed to drive quality improvement, efficiency, and innovation across the organization

Essential Job Functions
Design, deliver, and evaluate purposeful technical training programs that strengthen the digital skills and technology confidence of City employees across all departments.
Partner with departmental leaders to identify skill gaps, training needs, and opportunities to improve the effective use of City systems and data.
Lead initiatives to improve data quality, consistency, and accessibility across enterprise systems to ensure accurate and actionable information.
Promote data literacy and best practices for data entry, reporting, and analysis throughout Team Savannah.
Collaborate with ITS staff and departmental stakeholders to design solutions that improve efficiency, transparency, and service delivery.
Serve as a liaison between ITS and City departments to ensure training and data initiatives align with enterprise technology strategies.
Create and maintain clear documentation and learning resources for City systems, dashboards, and data standards.
Support compliance with data governance, cybersecurity, and privacy requirements in all training and reporting activities.
Contribute to continuous improvement efforts by evaluating the effectiveness of training programs and identifying areas for additional support.
Train staff on new technologies and systems.
Develop and maintain documentation related to IT procedures, systems, and configurations.
Perform other duties as assigned.
Minimum Qualifications
Bachelor's degree from an accredited college or university supplemented by four (4) years of professional business analysis experience; or any equivalent combination of education, training and experience provides the requisite knowledge, skills and abilities.
Two (2) or more years' experience with developing and delivering technology training for diverse audiences with varying levels of technical skill.
One (1) or more years' experience working with Power BI building data visualization and reporting.
Strong understanding of data quality principles, including accuracy, consistency, and integrity of data across systems.

High level of adaptability to evolving technology, organizational priorities, and cross-departmental needs.

PREFERRED QUALIFICATIONS:
Microsoft certification(s)
Experience designing and delivering technical or data literacy training programs for diverse audiences.
Hands-on experience developing interactive dashboards and data visualizations using the Microsoft Power Platform.
Ability to clearly communicate data insights and solution benefits to nontechnical staff and management.
Knowledge of Smartsheet, Microsoft 365, or other collaboration platforms for tracking performance and training initiatives.
Understanding of project management principles consistent with the PMI framework.
Prior experience working within or supporting City of Savannah service centers or comparable public-sector organizations.
Demonstrated commitment to quality, accuracy, and service excellence in a dynamic, fast-paced environment.
Work Location: 812 Laurel Grove N Work Hours: 8 am - 5 pm, Monday - Friday

Background investigation, including supervised drug screen, post offer/pre-employment medical screen; and verificationof education, certifications, and licenses required prior to employment.
Additional Information
Knowledge of City operations, service delivery processes, and departmental functions sufficient to design relevant training and data solutions.
Strong understanding of data management and data quality principles, including accuracy, consistency, integrity, and stewardship.
Working knowledge of business intelligence and reporting tools such as Microsoft Power BI
Excellent verbal, written, and presentation skills, with the ability to communicate technical information in clear, accessible terms.
Ability to design and deliver engaging technical training to employees with varied levels of digital literacy.
Skill in analyzing business processes to identify opportunities for improved data use, efficiency, and service quality.
Ability to foster relationships and build trust with departments across the City to promote collaboration and learning.
Strong understanding of cybersecurity, privacy, and data governance principles as they relate to training and data sharing.
Demonstrated ability to translate data insights into actionable improvements that support the City's GPS Strategic Plan.
