The ideal candidate will demonstrate leadership skills and the ability to supervise a team of technical training consultants. They will have strong professional experience training/teaching adult learners, they will have experience developing remote, classroom and blended learning materials for professional employees. They will have experience using eLearning development software like Articulate, Camtasia, etc. and have knowledge and experience with delivering technical training on software applications. They will exemplify the agency values of integrity, kindness, equity, and inclusion and will have a proven track record for providing superior service and interacting with people who are from a wide variety of backgrounds, ethnicities, and beliefs.
As the Insurance Services Division (ISD) Technical Training Consultant Supervisor, you'll directly supervise a team of technical training consultants and provide technical expertise on delivering training to ISD technicians, specialists, managers, and supervisors. You'll develop and deliver specialized training on the technical systems and processes related to the work of the Insurance Services Division; ensuring that both new and existing staff are skilled in the use of ISD systems, external facing portals and various software applications needed for their jobs. Additionally, you will help to instill in staff a passion for the work of the ISD. This is a full-time/permanent position that is primarily telework, may require the ability to travel statewide, and may be required to attend in-office meetings or events as necessary.

Duties
You will supervise and work alongside a team that provides remote and on-site procedural/technical training related to ISD programs, including state laws, Agency policies, operational procedures, and technical systems. Develop eLearning and classroom curricula, subject matter expertise in the job functions required of ISD technicians and specialists, and research program activities, conduct assessments as required.
Some of what you'll be doing:

  • Directly supervise a staff that provides training to program staff within the Insurance Services Division.
  • Conduct yearly PDP review, expectations, and performance management to staff.
  • Provide training staff coaching and mentorship.
  • Coordinate with training team or subject matter experts to provide training to ISD staff, prepare training and orientation materials, and conduct presentations.
  • Provide technical assistance to ensure effective and efficient administration of state activities, services and expenditures.
  • Provide support to ISD training team in eLearning curricula design, classroom curricula design, and design and use of learner assessment tools.
  • Recommend and implement innovative solutions, modifications and enhancements to Insurance Services Division training utilizing the most effective technological and resources available to the agency.
  • Develop content consistent with adult learning theory principles suitable for eLearning development staff to build into eLearning modules.
  • Working with subject matter experts, develop content consistent with adult learning theory principles suitable to build into eLearning modules.
  • Coordinate with training team and subject matter experts to prepare classroom curricula, training, and materials consistent with state and federal laws and operational policies.
  • Select and/or create e-learning training curriculum for the ISD.
  • Develop training materials to include PowerPoint presentations, videos, job aids, and gamification tools.
  • Coach and mentor staff regarding themes identified by the Quality Assurance team and management and ensure that they are addressed in training modules and materials.
  • Provide guidance by coaching and mentoring staff to assist them in meeting workload, productivity and desired levels of achievement for quality work assignments.
  • Identify and coordinate training needs of individual staff members and ensure their training needs are met.
Qualifications
Required:
A combination of education or relevant experience such as technical system database training.
OR: Four (4) years of professional or technical experience in training adults in the workplace or in work-oriented training programs.
OR: A bachelor's degree in public education, adult education or closely related field, certificates demonstrate proficiency and cannot be used to substitute post-secondary education requirements.
Note: Additional qualifying experience may be substituted, year for year, for education.
A master's degree will substitute for 1 year of the required experience or a combination of the education and/or relevant qualifying experience.
Preferred/Desired:
Three (3) or more years of direct staff supervision Recent experience within ISD program
Education to Experience Equivalences: Associate Degree = 2 years | Bachelor Degree = 4 years | Masters or Higher = 5 years
Additional Requirement of Employment:
