I. Purpose of Job




Under general supervision, is responsible for inspecting and evaluating residential and industrial streets and roadways for resurfacing and maintenance repairs for the City of Franklin Streets Department.

II. Essential Job Duties



A. Performs inspections



Develops plans and coordinates with team members on scheduling projects with all parties involved such as contractors, city staff, utility companies, municipalities and then Notifies and communicates with the HOA's, property management companies, individual homeowners or businesses affected by projects Inspects the materials and workmanship for compliance with the Streets Department Technical Designs and Specifications manual and following the guidelines provided within each contract. Ensures all projects must also meet the ADA requirements and MUTCD manual and guideline specifications. Maintains a safe and healthy work environment by establishing and enforcing organization standards, adhering to policies and regulations for the protection of employees, contractors and the general public. Upon completion of a project, communicate with the contractor to resolve any project issues prior to invoice submittal. Review submitted invoices for errors, submit to the purchasing department for payment and file invoices accordingly. Assists the Streets Director, Senior Road Inspector and Contracts Administrator in reviewing the Streets Department's annual contracts for changes and updating prior to the bidding process. Develops a long-term future forecast plan with cost estimating for budget purposes and to extend the asphalt resurfacing lifecycle of the city streets providing cost efficient and effective methods. Respond to service request related to street and sidewalk issues involved with projects and/or general maintenance.

III. Other Job Duties




Performs other job duties as assigned, including:

Attend and represent the Streets Department at LEPC meetings and training seminars to develop the best possible emergency response plan in catastrophic conditions and situations. During the off season may operate City street maintenance equipment. Mentor, assist and fill the vacancy of other inspectors as needed. Attend training classes and seminars to acquire knowledge of new techniques and technologies related to the fields of asphalt resurfacing, pavement preservation and concrete management. On-Call Designation: This position does not require ability to be On-Call and participate in required emergency response On-Call rotations. May be called back for emergency response situations.




IV. Primary Job Challenges



Managing, planning, and coordinating multiple projects, contractors and budgets' simultaneously ensuring that the work is completed on time and within its budget. Notify and coordinate with other street department divisions, city departments, outside utility companies, etc. to resolve issues or complete upgrades consistent with a project.

V. Equipment Operated



General Office Equipment (computer, printer, etc.) Inspection Equipment (grade transit, measuring equipment, heat guns, etc.) May operate street department maintenance equipment

VI. Key Competencies Required



Job Content Knowledge:



Has extensive knowledge of the duties and responsibilities of the Road Inspector/Contract Project Manager position, must maintain a thorough knowledge and understanding of the Streets Department's functions, operations and keeps current with the many changes to Federal, State and Local regulations. Has the knowledge to use independent judgement and discretion in determining and deciding upon procedures and methods to be implemented, maintaining standards and resolving issues. Has the knowledge and ability to inspect the work of others to ensure safe and proper completion of projects in an efficient and effective manner. Knowledge of the language and terminology used in the area of his field and has the ability to interpret and explain to others who may be unfamiliar with the scope of a project. Is capable of taking responsibility for other's duties and responsibilities to ensure assignments are completed in a safe and timely manner. Is skilled in operating heavy and light equipment used in and by the Streets Department.

Language Skills:



Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquires or complaints by customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conforms to style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

Mathematical Skills:



Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic accounting, algebra and geometry.

Reasoning Ability:



Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. In decision making, some choices are known while others may need to be identified with some reliance on precedent. Ability to interpret a variety of complex instructions furnished in written, oral, or schedule form.

Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides in put into identifying and solving problems. VII. Physical Demands and Work Environment



Physical Demands:

Performance of the essential duties of this job requires the incumbent to:

Must be able to remain in a stationary position 50% of the time. Occasionally move about inside the office/building to access file cabinets, office machinery, the public, etc. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, computer, printer, and telephone. Regularly positions self to maintain office area and items needed to complete daily tasks. Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations. Occasionally ascends/descends stairs/ladders in various work areas. Frequently moves/transports up to 25 pounds.

Work Environment:

Performance of the essential duties of this job requires:

Frequent exposure to fumes or airborne particles Occasional exposure to toxic or caustic chemicals Regular exposure to outdoor weather conditions The work environment is occasionally loud (examples: noisy heavy equipment, traffic noise).

VIII. Qualifications



Education and Experience:

The required knowledge, skill and abilities to satisfactorily perform the duties that are normally required through a Bachelor's degree (B.A.) from a four-year College or University; or three to four years construction inspection/contract project manager experience and/or training; or equivalent combination of education and experience.

Required Certifications/Licenses:
