Summary of Job Duties: The Information Technology/Systems Coordinator is a member of the IDEA Data & Research Office. The Office is funded by the Division of Elementary and Secondary Education\xe2\x80\x99s Office of Special Education (DESE-OSE). This position will serve as the IT coordinator and database administrator for the IDEA Office and the DESE-OSE. Core work as the IT Coordinator involves initiating and managing information technology (IT) projects including the development of a 2-5 year IT Plan, website applications, and databases; leading and guiding the work of technical staff; serving as the liaison between clients and technical aspects of projects; and provide general IT supports to the DESE-OSE. Core work as the database administrator includes maintenance and upgrades of servers; preparing and loading various data sets to the SQL warehouse as necessary; and preparing and submitting data files for to the US Department of Education by required dates.

This is a grant-funded position and is located off-campus at the DESE Office of Special Education, 1401 W. Capitol, Suite 450 Little Rock, AR 72201. The position is not remote; onsite is required. This position is governed by state and federal laws, and agency/institution policy.

Qualifications:

Required Education and/or Experience:

  • Bachelor\xe2\x80\x99s Degree in Information Technology, Computer Science, or other related fields And two (2) years of experience in project management;
  • One (1) year in a supervisory role;
  • Three (3) years of experience with T-SQL and Microsoft SQL Server 2016-19.
Job Duties and/or Responsibilities:

Initiate and manage information technology (IT) projects including the development of a 2-5 year IT Plan;

Lead and guide the work of technical staff;

Serve as liaison between business and technical aspects of projects;

Utilize project management applications to manage projects, database development, and other daily operations;

Creating documentation for systems and processes;

Resolve application problems and provide technical assistance to users;

Investigate and resolve network and hardware problems (Major issues are handled by the DESE Division of Research and Technology);

Serve as webmaster for the DESE SEU which includes developing and updating the content of the organization\xe2\x80\x99s website for improvements and enhancements;

Use T-SQL & SQL Server Management Studio (SSMS) to write queries to retrieve data;

Administration of SQL Servers which includes creating/managing logins; system backups; maintenance of the SQL servers; software and hardware updates; and migration of databases to new servers when needed;

Monitoring and optimizing the performance of the database;

Plan and implement a database backup and recovery protocol and maintain archived data;

Prepare and loads various data to the SQL database tables as necessary;

Prepare data files for submission to the US Department of Education;

Develop, execute, and maintain SSIS packages and develop complex parameterized reports using SAP Crystal Reports;

Execute complex stored procedures, views, and functions on supporting DESE-SEU extract, transform, and load processes;

Enroll users and maintain system security which includes controlling and monitoring user access to the database;

Perform additional duties as assigned.

Knowledge, Skills, and Abilities:

Ability to work at an off-campus location;

Strong verbal and written communication skills;

Knowledge of supervisory practices and techniques;

Ability to plan, direct and supervise the work of others;

Ability to ascertain technology cost and time estimates;

Ability to resolve network problems and offer technical assistance to users;

Ability to develop and update the content for the organization\xe2\x80\x99s website including improvements or enhancements;

Possess a valid driver\xe2\x80\x99s license and the ability to drive between the UALR campus and assigned work site;

Mastery of SQL with strong T-SQL/database management skills to perform database administration, physical structure, overall architecture, and database analysis;

Ability to create and execute complex stored procedures, views, and functions;

Ability to develop and execute extract, transform, and load (ETL) processes;

Ability to develop, execute and maintain SSIS packages;

Experience with Microsoft SQL Analyzer and various reporting software such as COGNOS, Crystal Reports, or SQL reporting services;

Understanding of web markup, including HTML5, CSS3, and experience in developing and maintenance of websites.
