Job Description

Under general direction of the Information Technology Services Division (ITSD), Application Development Services (ADS) Manager (Information Technology Manager I), the Lead Software Engineer serves as a technical resource in the development, enhancement, administration, operation, and maintenance of the California State Lottery's (Lottery) software applications. The Lead Software Engineer is expected to maintain the highest level of service and availability on various platforms such as .NET (C#, React, JavaScript, HTML, CSS) supported in a fast-paced, constantly evolving business setting. The duties for this position are focused in the Software Engineering, and Information Technology (IT) Project Management domains; however, work may be assigned in other domains as needed.

Working Conditions


This position supports the Lottery during normal business hours from 8:00 a.m. to 5:00 p.m. unless otherwise approved by the unit manager. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required. Statewide overnight travel may be required. This position may be required to carry a Lottery issued cell phone. This position may be required to be reachable outside of normal business hours.

Desirable Qualifications


In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Extensive experience in software application development and support, including the ability to troubleshoot, debug, and effectively document and optimize code. Extensive Business System Analyst experience including gathering and documenting requirements, developing functional specifications, collaborating with stakeholders to define business processes, and translating business needs into technical solutions. Hands-on experience administering and supporting SharePoint environments, including site collection management, permissions, workflow configuration, and integration with other enterprise applications. Extensive experience in SharePoint Framework (SPFx), Power Automate, Power Apps, Azure, and DevOps. Experience administering SQL databases, including database design, performance tuning, backup and recovery, security management, and writing complex queries. Experience analyzing and resolving system failures and software problems including troubleshooting root causes, implementing effective solutions, and working collaboratively to maintain system stability and performance. Strong knowledge of project management practices, frameworks, methodology and documentation best-practices which support application development integrity, processes, and procedures. Experience using web technologies such as html5, CSS, React, and JavaScript. Self-motivated, ability to work well both independently and as part of a team to accomplish time-critical tasks. Experience collaborating in a lead capacity and providing mentorship within the application development team. Experience in all aspects of the software development lifecycle and supporting activities.
