The Department of Management (DOM), Division of Information Technology (DoIT) is seeking an

Information Technology Specialist 4 - Web .NET Programmer

to join our team! In partnership with DOM, this role will be supporting various IT processes for the Department of Revenue's Lottery Division.


This role is ideal for a collaborative, detail-oriented IT professional who thrives in a dynamic environment and is passionate about public service and innovation.

What You Will Do



Design, develop, optimize, and support software applications that enhance service delivery across state agencies. Translate complex business processes into effective technical solutions through close collaboration with stakeholders. Ensure all solutions align with enterprise architecture standards, security protocols, and development best practices. Participate in the full software development life cycle, including requirements gathering, design, coding, testing, deployment, and support. Develop and maintain applications using VB.NET, Microsoft ASP, and Microsoft T-SQL. Implement CI/CD pipelines and DevSecOps practices to ensure secure, efficient, and reliable deployments. Conduct root cause analysis and after-action reporting to maintain system stability and performance. Create and maintain technical documentation, including system architecture and enhancements. Mentor junior developers and contribute to the development of enterprise-wide standards and SOPs. Provide technical support and guidance to end users, ensuring timely and effective resolution of issues. Stay current with emerging technologies and industry trends to drive continuous improvement.

What We Are Seeking



Proven experience in software development, particularly with VB.NET, ASP, and T-SQL. Strong understanding of enterprise architecture, secure coding practices, and scalable system design. Ability to manage multiple projects and priorities in a fast-paced environment. Excellent communication and collaboration skills, with a commitment to customer service. Experience with CI/CD tools, DevSecOps methodologies, and performance monitoring. A proactive mindset with a passion for innovation, learning, and mentoring others.

Working Arrangement




This position requires onsite work in Clive, IA each week. Employees meeting

all

expectations of their work responsibilities may request remote work and develop a hybrid/remote schedule collaboratively with their manager.

Please note, candidates for this position

must

reside in the state of Iowa at the time of starting the role.

Effective July 1st, 2025, all Department of Revenue staff and their household will not be able to play any Iowa Lottery games.

After a conditional offer of employment has been made, the candidate is subject to the 28D agreement regarding this position, and

must accept the 28D agreement before hire.

073 SQL:



6 months experience, 12 semester hours, or a combination of both using Microsoft SQL toolset within no more than 2 major versions of the current release.



AND



199 ASP (Active Server Pages):



6 months experience, 12 semester hours, or a combination of both in this computer language for Internet development.



OR



126 Visual Basic:



6 months experience, 12 semester hours, or a combination of both that demonstrates knowledge and understanding of the VB syntax and basic language components.



Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

Note: To pass the initial screening, applicants must demonstrate the technical skills listed below:



Graduation from an accredited four-year college or university and experience equal to two years of full-time work: operating a multi-job computer; installing, operating and coordinating computer based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks and/or servers; managing operating systems; developing/ delivering information management training; providing Information Technology (IT) customer service; or designing/administering Internet sites;
OR

an equivalent combination of education and experience substituting the completion of an approved curriculum/specialized training program developed and implemented by or in cooperation with state government; or eighteen semester hours of accredited post high school course work in one of the specialty areas listed above; or certification by an authorized educational institution/major computer or software producer in an area directly related to one of the specialty areas listed above, for the required education;
OR

an equivalent combination of education and experience substituting one year of the required experience for thirty semester hours of the required education;
OR

employees with current continuous experience in the state executive branch that includes experience equal to six months of full-time work as an Information Technology Specialist 3.
