Program Administrator II



The Division of Services for People with Disabilities, within the Department of Health and Human Services, is looking for a dedicated professional to fill our Program Administrator II position. This is a new role that will oversee the teams responsible for individual budgets. This includes the Budget Specialist Team and the Request for Services (RFS) Committee. The Utah Department of Health and Human Services is dedicated to provide care for individuals and families in Utah. Utah Division of Services for People with Disabilities (DSPD) promotes opportunities and provides support for people with disabilities to lead self-determined lives by overseeing home and community-based services for more than 5,000 people who have disabilities.


Responsibilities

Ensuring consistency within the RFS team and budget specialists to ensure decisions made align with management decisions, contract changes, rule changes and USTEP changes Help define criteria, policy and procedures, rules and changes to scope of work that impact RFS requests, budget utilization reviews, and individual's budgets. Research and coordination with other Division of Services for People with Disabilities (DSPD) management into issues that are not clearly defined regarding these areas. Ensure workload is balanced between budget specialists. Review all division resolutions and ensure that decisions that impact the proforma budget are properly entered into the system. Supervise budget specialists and RFS team manager. Act as the main liaison with federal and state agencies to coordinate rate changes, rollovers, system updates, RFS criteria changes, etc. Correspond with providers and support coordinators to resolve issues including clarifying scope of work, RFS criteria and pro forma budget issues. Help lead the development and implementation of new system updates involving RFS or individual budgets.

Qualifications

Required:



3 or more years of experience in finance/accounting 3 or more years of experience with programs that support people with disabilities. 1 or more years leading teams Ability or hear and resolve customer concerns and issues with empathy and a problem solving mindset Experience supervising professional staff members.

Preferred:

Bachelor's degree in a finance, accounting or related field. Knowledge and/or experience with the Request for Services (RFS) process Experience managing projects with strict deadlines.
